Commentary:
The Air Guard has offered to provide the necessary funding far Me Airport to purchase a vacuum tuck. The
WWI cost is esgmated robe $189,000. However, at the time of writing, that amount had not been finally
confirmed. We do no[, however, anticipate that the final cost would exceed the $200,000 available from the
Guard.
The tuck would be used to clean aircraft parking aprons, including removal of propylene glycol. The Airport
and the Air Guard would enter into a Memorandum of Understanding far the use of the equipment The Air
Guam has provided the specifications for the type of tuck to be purchased. However, the truck would
actually be owned and maintained by the Airport. The Airport has similar agreements with the Air Guam for
other places of equipment and use of facilities. These have worketl well and allowed us leverage our
resources. As the funds must be eayended by December 2007, staff requested and the Finance Committee
agreed W waved! the City's normal purchasing requirements.

CMLE.) ORDER, Authorizing the Airport to purchase an Elgin Crosswind Glycol
Recovery Vehicle from Tent) New England Inc.
WHEREAS, the Maine Air National Guard has funding available during calendar year
2007 that It wishes to make available to the Airport for the purchase of a vacuum truck;
and
WHEREAS, R would be beneficial to both the Maine Air National Guard and the Airport
to have this type of equipment available; and
WHEREAS, the Maine Air National Guard will provided Loth the equipment specifcations
and the fettling; and
WHEREAS, the Airport will own and maintain the equipment, and the parties will enter
Into an agreement for joint use of this equipment
NOW, THEREFORE, BE IT ORDERED BY THE CRY COUNCIL OF THE CITY OF
BANGOR THAT
the Airport Is hereby authorized to purchase an Elgin Crosswind glycol recovery vehicle
from Term New England Inc. far a price net to exceed $200,000, mid purchase to be
made with funds provided by the Maine Air National Guard.
