The death Mr. Hoard was a tragedy of national as well as local importance. The Charles 0. Howard Memorial Foundation, a recognized 501(c)3 organization, was founded nineteen years after Mr. Haward's death which occurred on July ], 1984. For the last three years, the Mandrel Foundation has been working with a subcommittee of the Commission on Cultural Development to design and develop an appropriate memorial to Charlie Hoak. Public Art serves M enhance Me cultural and aesthetic quaint' M He and to add Interest and excitement to our mmmunWs public spaces. 3.0 GUIDELINES FOR PUBLIC MONUMENTS In considering whether a specific proposal for a public monument is appropriate, the following criteria should be applied: 3.1 The monument relate; to persons or events recognized by the public as of suffcant significance to the community or its history as to warrant a public presence. 3.2 The monu¢amt honors an individual, group of incMduals, place or event that has a direct relationship to Bangor. It recognizes a social trend, Mea or s/mbd which has been seminal in changing the preconoeptos, attitudes and outlook of Me ddzers of Bangor. 3.3 In the wse of IndNitluals, persons to he honored should have died a sufficient length of Ume In the pact, generally at least twenty years, for their Meas, service, and accomplishments to he placed In an accurate and meaningfully Interyreed historical perspective. 3.4 The subject a of relevance to Me community as a whoa, not solely toa dW=segment w subset of Me community. 3.5 The artislc merit of Me proposal, Including consider'aticn of Me suitability of Me arMaUc Meme to ifs subject matter. 3.6 If Me subject is portrayed elsewhere In a publicspace, the proposal will present a different facet of the subject and/or not de Tact from Me existing monument. 3.7 The adequacy of documentation provided to support the factWI background on whim the case has been built for erecting the monument. 4.0 GUIDELINES FOR PUBLIC ART In cosedering whether a specific proposal for a public artwork is appropriate, Me artistic rent of the proposal shall be rewe ed, including Me suitability of the artistic theme to Its subject matter and Is relevance to Me community. ca 623 5.0 APPROVAL PROCESS— CONCEPTUAL DESIGN When a proposal's made, either by the City or a group within the commuMty, to erect a monument or aMork on public property, owned or controlled by the City, the following review and approval process should be implemented 5.1 The organization seeking approval for the monument or artwork shall submit an application to the City Manager. The application shall include a general discussion of the purpose of the work, the artstic format or medium to be employed, and the proposed] location. In the case as pudic monument, the application shall speci0cally address me there outlined! in Section 3 above. 5.2 Tlue City Manager shall refer the application W the Council for 0pnuml Development and W appropriate City staff for review and comment, and those staff members will participate with the 'Art in public places sub[ammMce' in a resew of the application. 5.3 The Art In Public Plass subcommittee shall review tre proposal and make a rerommentlahon to the CRY Council as W whether the geneml concept prmrented should be approved on denied.
