on an annual basis. At some point, the facility will require major renovations such as, Increasing
available usage by adding an artificial surface, revamping the seating and lighting and improving the
stands structually and plumbing.
By setting aside funds, this will assist In funding necessary future improvements to the facility as
may be determined.

RE: Transfer of $200,000 into the Garland Street Field Reserve Fund
In our year-end audit of revenues, Director of Business Alan Kochis and I found excess revenues
in throe accounts. Tavo sources of these revenues continue to be mrprrdicmble, and whale we
used amounts from Medicaid Reimbursement and Federal impact Aid, that one could safety
anticipate, against inn FY08 School Department Budget, mine vies received. Frankly, I expect
Medicaid Reimbmeement to continue m be uncertain as the state adjusts its allocation. The
revenues amoumtto $60,000 (Medicaid) and $30,000 (Impact Aid). The department also received
more in tuition revenues. It is generally umvise to over -dedicate nation revewes when you do
not know who will enroll in the need year. Interest in Baagor High School generated bigher
'Income' in FY07 test makes Be the remaining excess revenue allocated to the Reserve.
On July 25, 2007, the School Committee voted to request the City Council to transfer these funds
($200,000) into a reserve for the rehabilitation of the Garland Street Field Complex. While this
amount may sawn significant, it fails m cover the kind of improvements that, ultimately, will be
unnecessary,
This Complex receives hard use in the Fall and Spring seasons. There are no alternative comes,
and ifthe weather does not cooperate the field suffers badly. While it is a 13angm High School
field, it is also home m John Busist High School, Youth Football, and various track activities.
With the help of the City, we maintain the condition, bud funds are poured into this field m make
it ready for every season At some point, this facility should move to multiple use by adding an
artificial surface that will not only relieve stens on other fields bud expand community athletic
options. In addition, the seating and lighting should be addressed. SmacNmlly the stands will
need attention: We struggle to keep pace with their decay, and accessibility must be addressed,
especially for senior citizens. plumbing is an annual problem. If the field moves into soccer and
field hockey, as it should, fighting will have to improve.
The Complex hes served the community well, but =jet renovations Will be necessary in its
Aware. We have the opportunity to begin to set aside funds to preserve this community asset.
