Gould, Planning Officer SUBJECT: Amending Zoning Ordinance Waterfront Development District Council Ordinance 07-324 Please be advised that the Planning Board at its regularly scheduled meeting on November 6, held a Public Hearing on the above zone change request. Planning Officer David Gould provided the Board with the details of the rezoning request made by the City. The intent of the rezoning Is to Insure that future development in the waterfront area be consistent with the Citys intended uses in the waterfront area. Due to concerns that some properties may be redeveloped in a manner that would be detrimental to the long term goals of the waterfront, the City Council had adopted a short -tens moratorium and proposed several changes to the waterfront district, parking requirements, and design review processes. This zoning amendment would change the last three blocks of General Commercial and Service District (GC&S) zoning to Waterfront Development District (WDD). Mr. Gould noted that histodmily the waterfront area had industrial and heavy commercial uses. Some zoning In place still reflects those historic uses. As the City became Involved with the idea of redevelopment a new zoning district was created. The land the City acquired was rezoned to Waterfront Development District as were many other properties as owners saw the benefits of the new disthcrs standards. GC&SD Is intended for heavy commercial and automobile service uses that tend to require a lot of space for outdoor storage and display. The WDD is intended for high intensity uses that are pedestrian based not automobile based. The WOO allows much more lot coverage and floor area on a lot with flexible parking requirements and minimal building setbacks. There were no proponents or opponents to the rezoning request. The Board did discuss the impacts of the change that would make some land uses nonconforming. Chairman Guerefte Indicated he was very concerned that the City's policy had charged relative to waiting for property owners to seek the change in zoning on their own as opposed to the City changing the zoning without their endorsement. The Board voted four in favor and one opposed to recommend the proposed zone change to the City Council as indicated in Council Ordinance 07-324.
