Gould, Planning Officer SUBJECT: Amending Land Development Code Chapter 165-107 Park & Open Space District Council Ordinance 07-322 Please be advised that the Planning Board at its regularly scheduled meeting on October 16, 2007 held a Public Hearing on the above land Development Code Amendment. Manning Officer Gould indicated that the proposed amendment to the Park & Open Space District was drafted In anticipation that the portion of the waterfront along the Penobscot River may be rezoned to Park & Open Space to ensure its development as public green space. The proposed change replaces the existing limitation on parking lots in the P&O District to 50 spaces with a performance standard dealing with green space, buffers, traffic calming and water quality improvements. There were no proponents or opponents to the proposed amendment. The Board discussed what methods would ensure those elements were included in parking lot designs. Mr. Gould noted it would be a combination of water quality standards that may be required, existing parking lot green space and buffering requirements, and the Board's site plan review process. The Board voted unanimously to recommend to the City Council to approved the proposed teat amendment to 165-107 (9)b contained in C.O. 07- 322.
