Chapter 165-72R Parking Requirements
Council Ordinance 07-321
Please be advised that the Planning Board at its regularly scheduled
meeting on October 16, 2007 held a Public Hearing on the above Land
Development Code Amendment.
Planning Officer Gould provided the Board with a brief history of the
parking exemption that has been in place for many decades in the Downtown
Development District When the Waterfront Development District was created,
as a similar concept of dense development catering to pedestrians, the same
off-street exemptions were extended to that district.
As the Council is looking at a broader use of the Waterfront District some
concern was raised as to whether the City could keep up with the demand for
parking if all private development was exempt.
The proposed change would link the off—street parking exemption to three
criteria; the parking demand of the proposed use, the availability of on -street
parking to serve that need, and the availability of public parking (lots or
gauges) to serve that need.
There were no proponents or opponents to the proposed amendment.
Planning Board discussed how the City currently manages downtown
parking supply and demand and what opportunities there will be for additional
public parking in the waterfront area.
The Board voted unanimously to recommend to the City Council to
approved the proposed text amendment to 165-72R contained in C.O. 07-321,
