Responsible Department: Health and Welfare For some time, we have discussed Me goal of eshadishing a Public HeaIM Advisory Boartl to work with our Department of HeaIM and Welfare to address the need for collaborative efforts to improve public health status in our region. In addition, Me recent grant we received from the State for Me purpose of developing a regional public health infrastructure also requires Me creation of such a Board. The Director of Health and Welfare has been working for some time to IdelMfy Me organizations and individuals whose involvement in such a Boats would be useful in meeting Its duties and responsibilities and is at the point where initial organizational meetings have begun. This amendment will establish and provide a legal basis for MIs Advisory Board.. The Board would be composed of a broadly representative group of between 15 and 24 represmbgves of groups/indiAduals with an interest or involvement in Community health and would be responsible for advising on community health Issues, supporting collaberetims, assisting in public health emergency pianniiq, and program review and assessment. Members would be appointed by Me Director of Heats and Welfare after consultation with venous groups including the City Councii. Members would serve three year staggered! terms. The Council Chair would annually designate a Member of the City Council to a position on the Board, and the Director of Health and Welfare would serve as an ex -officio member. Ordinance, Amending Chapter 28, Article XIII, Section 28-58, Public Health Division — Public Health Advisory Board Established. BE IT ORDAINED BY THE CITY COUNCIL of THE CITY OF BANGOR THAT Section 28-58 of the Code of Ordinance is hereby amended by adding a crew section D. as follows: D. Public Health Advisory Board Established. There is hereby established a Public Health Advisory Board to be composed of no less than fit n and no more Man twenty-four representatives of communities that compdse the Bangor -Area Comprehensive Community Health Coalition to include individuals with expertise in such areas as healthcare, behavioral hearth, business, government, education, social service, youth, elders, and other special populations. 1. The duties art resparsibilfties of she Board shall include: a. Developing, recommern irg, and updating a coordinated, coltaboratve pian for addressing public health assessment and implementation and promotion of efforts related to public health in the Bangor Region. b. Advising and assisting in pooling resources and collaborations on public health related matters of interest in the Greater Bangor area including acivlsmg on policies, strategies, and resource allocation decisions. c. Assisting in Me devebpment of plans to respond to public health emergencies. d. Reviewing anasessmen t data and priorltMrg programming including regional programs funded by the State of Maine. e. Providing such other advice and guidance to public and private health and public Policy makers as the Board sees fol in the furtherance of efforts to improve regional health status and service delivery. 2. Appointment and Term In Office a. Members shall be appointed by the Director of Health and Welfare after seeYJng advice from the City Council, the Comprehensive Community Health Coalition Board, arid, once established, Me Public Heats Advisory Board. J. Appointments shall be for three-year terms with approximately one�third of the member's terms wirng each year. c. The Chair of the City Council shall annually designate are member of the Council to serve as a full member of the Board. d The Director of Health and Welfare shall serve as an ex-oMdo member of the Board and Is authorized W provide such staff support as is necessary for its eticiend operation.
