Commentary:
Black Bear Properties, LLC has made an offerto purchase.37 acres of Lm 10 in the B enAir Industrial Park
far$20,720. Black Bear operates Commercial Delivery Services,Inc., a regional transportation company
and Joint venture with Affiilated HeaMcare Systems. Black Bear owns the adjacent lot 9 In the Began
Industrial Park. Commercial Delroery Services has experiencetl tremendous growth and requires addiional
building space. They have proposed purchasing a portion of the adjacent and vacant W 10 which will
enable them to add 4,600 sq. R. and seven (7) loading docla to their building. Commercial Delivery
employs 70 as drivers, managers, and office staff. None of this area Is designated as wetlands. Our
developmentguidelines suggest a minimum Initial construction of 16% of total developable lot area, or a
2,588 N. ft building. The proposed building, at 4,860 sq. ft, Is 181% of this minimum target. Neither
Me City nor Commercial Delivery Systems is represented by a real estate agent in this transaction.
Staff recommends that the parcel of land be mid M Black Bear Properties, LLC under the Miming
terms and conditions:
a. The selling price will be $20,720.
b. Tice Buyer shall have reviewed and be satisfied with all zoning, land use, and environmental
laws, codes, ordinances, and regulations affecting the property.
c. The Buyer shall obtain, prior to closing, all zoning, subdivision, and emiranmental permits and
apProvais and any other applicable permit or approval as may be necessary for the Buyer's
proposed use and development of the property.
d. Site work & building improvements shall commence within 1 year from the date of closing.
e. Site work & building Improvements shall be completed within 2 years from the date of dosing.

(TITLE.) ORDER, Authorizing the Sale of Land in the Darnall Industrial Park to Black Bear
Properties, LLC
WHEREAS, the Cltyof Bangor owns land In the Earl Industrial Park, Hammond Street,
Bangor, Maine; and
WHEREAS, Black Bear Properties, LLC is the owner of Lot 9 in the Senor Industrial Park on
which it constructed a commercial building; and
WHEREAS, Black Bear Properties, LLC has offered to purchase 16,176 sq. R of Lot 10 in the
BanAir Industrial Park in order to expand IN buliding;
NOW, THEREFORE, BE IT ORDERED. BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT
the Oty Manager is hereby authorized, on behalf of the City of Bangor, to execute a Contract
For Sale of Real Estate and any other related documents with Black Bear Properties, LLC for
16,176 sq. ft. of land currently in Lot 10 in the Berl Industrial Park In a form approvetl by die
City Splitter or Assistant City Solicitor and containing the fallowing terms and conditions:
a. The selling price will be $20,720.

date of closing.
e. Site work and building improvements shall be completetl within two (2) years from
the data of closing
f. The building addition shall have a gross floor area of not less than 9,600 sq. ft.
