Commentary:
The City Council adopted the "Guidelines and Procedures for Evaluating and Accepting public Art
and Monuments to be Located on City Property"to provide guidance in considering and
evaluating proposals for public art and monuments placed on public property to ensure that they
are of high artistic ment, that Me thematic material is appropriate for the City, and that the
monuments treat their subject matter with appropriate dignity.
Basnd on be experience reviewing Public art and memorial projects over the past two years, the
Commission for Cultural Development determined that the pokey should be canted! M assure
that projects are completed in accordance wah their approved plans and that Me policy defines
a process for addressing projects that do not comply with Meir approved plans. The attached
order will add a new section 9 to the policy designating Me Art In Public Places subcommittee of
the Commission as the responsible entity for reviewing the work upon completion to Insure that
it conforms to approved plans.
The Commission is not recommending any changes to the spirit or intent of the policy

CITY OF BANGOR
(TITLE.) ORDER, Amending City Policy on "Guidelines and Procedures for Evaluating and
Accepting Public Art and Monuments to be 1 -mated on City Property"
WHEREAS, the City Council of the City of Bangor adopted the "Guidelirres and Procedures for
Fl2luating and Accepting Public Art and Monuments M be Located on City
Property' as City Policy by passage of Council Order M-153 on May 24, 2004
and amended it on June 13, 2DOS by Council Order 05-192; and
WHEREAS, the purpose of this Qty Policy is to Provide guidance in considering and
evaluating proposals for pudic art and monuments placed on public property W
ensure that they are of high artistic meat, the thematic material is appropriate
for the Oty, and the monuments treat Meir subject matter with appropnate
dignity; and
WHEREAS, Article III §23-13 of the Cade of the City of Bangor established a Commission on
Cultural Development for Me City of Bangor; and!
WHEREAS, §23-22 of the Code established two standing subcommittees of the Commission
to be smmn as the "Art in Public Spaces Subcommittee" and the ^Programs and
Grants Subcommittee"; and
WHEREAS, §23-22 of the Code assigns the Art in Public Spaces Subcommittee with the
responsibility of developing proposed revislons W the Public AM and Monuments
policy; and
WHEREAS, the Art in Public Spaces Subcommittee has recommended an amendment to this
Policy by adding language that darifes Me process for assuring that a completed
project is in accordance with the aprpoved project; and
WHEREAS, the Commission on Cultural Development has reviewed the Subcommittee's
recommendation and recommends its adoption by the City Coundl;
NOW, THEREFORE, BE 1T ORDERED BY THE CRY COUNCIL OF THE CITY OF BANGOR
THAT
The adopted City Policy on `Guidelines and Procedures for Evaluating and Accepting Public Art
and Monuments to be Located on City Property" is hereby amended as shown on the attached
revised policy where additions are underlined and deletions are struck through.

GUIDELINES AND PROCEDURES EOR EVALUATING AND ACCEPTING PUBLIC ART
AND MONUMENTS TO BE LOCATED ON CRY PROPERTY
1.0 PURPOSE
The purpose of this policy is In insure Mat public art and monuments placed on
public property are of high artertk merit, that the thematic material is appropriate for
the City, and that the monument heats its subject matter whir appropriate dignity.
2.0 GENERAL POLICY
It is the general policy of the City of Bangor to support of oos to increase the City's
Inventory of public art and monuments. Public monuments serve to mrognize and
mamonahm people, ¢.rents, and ended behos mat are Important to the history of
Bangor and to our sense of place as a community. Public Art sews to enhance the
cultural and aesthetic quality of life and to add ItHerat and excrement to our
community's public spaces.
3.0 GUIDELINES FOR PUBLIC MONUMENTS
In considering whaMr a specific proposal for a public monument h appropriate, the
following criteria should be applied:
3.1 The monument relates ro persons or events recognized by the pudic as of

5.0 APPRNAL PROCESS--CONCEMAL DESIGN

6.0 APPROVAL PROCESS-DFfAILED DESIGN

monument (accompanied by Perspective drawings where appucprate), Me
location, budget, funding plan (including plans for a maintenance

6.2 The Art in Public Places subecommitiee shall Men nedew this design and the
proposed location to ddennme whether they are appropriate. In making

7.0 FINAL DESIGN
