Commentary: The Commission on Cultural Development's mission Is to promote the development of
Bangor as a regional aft center that nurtures the artbtc and cultural expression of it diverse peoples. The
City Council has authorized the Commission to review applications to the City for funding from arts and
cultural organizations and m recommend a course of action to the Council for Its review and consicieradon.
The Penobscot Theatre wants to mow; it carpentry, cosWme storage, and adminisbratve functions out ofthe
Bangor Opera House to make it available for use "her cultural groups and for community purposes when
it is not being used for theatrical productions. Theatre management believes that Opera House rental Irrcome
will increase and operating costs will decrease if it moves these functions off-site. The Theatre Comparryhas
negotiateda$1peryear5-yearleaso,withtwo5-yearrenewals,farthebuildirgon Somerset Streetfbm dy
known asthelewish CommunityCenter. The building is currently owned by John Bapst High Sdfod. During
Its vacancy, the building was vandalized and lost elements of its heating plan. The Theatrehas an estimate
of $25,000 to restore the heating capaclty and dean up the damage caused from Is& of heat The Theatre is
currently rend ng space on Central Street for some of Its carpentry functions, and It will move those functions
to the building on Somerset Street.
In reviewing the proposal, the Commissioners noted thatthe Penobsout Theatreantcipatas saving Buff dent
operating expenses and rental expense over foe years to rover the cost of the $25,000 In repairs. The
Commission reasoned Nat if the owner of the Somerset Street building made the repairs and charged
Penobscot Theatre ren[ t osesavings would cover Ne rent, and that PenobscotTheatre's need is primarilyof
a cash flaw more to Bounce the up -front casts to make the building babitable.
The Commission recommends that the City grant Penobscot Theatre $5,000 toward this project and that it
seek the remaining $20,000 in the form of a loan or from other sources.

Heating Capacity in Space Leased for Administrative, Storage, and Carpentry
Functions
WHEREAS, Penobscot Theatre wants to move its carpentry, costume storage, and
administrative functions out of the Bangor Opera House to make it available for
use by other cultural groups and for community purposes when it is not being
used for theatrical productions; and
WHEREAS, Penobscot Theatre believes that Opera House rental income will increase and
operating cast will decrease if it moves the aforementioned functions off-site;
and
WHEREAS, Penobscot Theatre Company has negotiated a $1 per year rate for a 5 -year lease
with two 5 -year renewals for a building on Somerset Street formerly known as
the Jewish Community Center; and
WHEREAS, Penobscot Theatre estimates that it will cost $25,000 to restore the heating
capacity to the building and clean up the damage caused fivm lade of heat; and
WHEREAS, the Theatre is currently renting space on Central Street for some of its coryenty
functions, and it will move those functins to the building on Somerset Street and
terminate its rental; and
WHEREAS. Penobwct Theatre anticipates that its overall operating net Income will improve
as a result of moving carpentry, postal storage, and administrative functions
from the Bangor Opera House to the former Jewish Community Center building;
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR
THAT
$5,000 be authorized for the Penobscot Theatre Company's use at its leased facility on
Somerset Street, said amount to be paid by September 1, 2007.
