Commentary:
The Bangor Museum and Center far History submitted an application for $300,000 from Bangors
federally funded Community Development Program to be used as matching funs to partially finance a
proposed $2,300,000 renovation of Its museum facilities at 25 Broad Street, a building donated by William
and Sally Aram of Burger. The restoration of the 12,000 SF building in downtown Bangor will serve as a
permanent home for the Museum and will allow lite Museum to consolidate Its collections; create dynamic
exhibits and programs; make archives and resmucin materials accessible; and provide state-of-the-art
storage facilities. The renovations that would be financed with Community Development funds include an
elevator and other handicap access improvement Intended to remove barriers to the mobility of persons
wish disabilities and to bring the building into compliance with federal ADA standards. The Community
Development funds would trigger 100% matching funds by an anonymous donor.
This Order would approve a Development Agreement providing for a 20 year loan at 3% interesq with
principal and Interest forgiven for any year in which Banger Museum and Center for History remains open
to the ticket -paying paying public for a minimum of 3D Fours per week and employs 6 or more people in
support of its 25 Broad Street location. The Museum wishes m proceed as soon as funding can be
secured and have Fite Improvements completed by the Summer of 2008.

WHEREAS, the Bangor Historical Society, doing business as the Bangor Museum and Center
for History, desires to renovate O5 building at 25 Broad Street in downtown
Bangor, a structure donated to the Society by William and Sally Arita of Bangor;
and
WHEREAS, the Bangor Museum has submitted an application for $300,000 under Barges
federalty funded Community Development Program to partially finance a
proposed $2,300,000 renovation of IN museum facilities; and
WHEREAS, the renovatbns will allow the Bangor Museum to consolidate its collections;
create dynamic exhibits and programs; make archives and research materials
accessible; and equip state-of-the-art storage facilities; and
WHEREAS, Community Development funded renovations would remove barriers to the
mobility of persons with disabilities and bog the building Into comphance with
federal ADA standards by providing an elevator to all floors, an accessible main
entry, ADA compliant bad rooms, break room, hallways, and walkways; and
WHEREAS, the Community Development funds would be matched by funds provided to the
Bangor Museum by an anonymous donor; and
WHEREAS, completion of the Project will create a significant public benefit by providing
Improvements which will make the Bangor Museum facilities accessible to the
elderly and handicapped and will ensure continuing employment opportunities
and public exhibits of national significance representative of the rich and broad
heritage of Bangor and the surrounding region; and
WHEREAS, providing assistance to Bangor Museum to bring It facilities into compliance with
the Americans with Disabilities Act and Bangor's adopted Building Codes is an
eligible activity under the federal Community Development Block Gram Program;
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE C1 OF BANGOR
THAT the City Manager Is hereby authorized to execute a Development Agreement with the
Bangor Historical Society providing for the renovation of Its facilities at 25 Broad Street by
providing a Community Development ban not to exceed $300,000 for handicapped access
Improvements and correction of code violations and under the terms and conditions
substantially as set forth in the Development Agreement attached hereto and in a final form
approved by the City Solicitor or Assistant City Solichar,
