Commentary:
The Gty of Bangor, as Me lead agency for the greater Bangors Comprehensive Community Health Coafalon
(COMIC), is required W be the applicant for a $980,975.90 grant to develop a regional pudic health
Infrastructure and to speciically, address tobacco, substance use, chronic disease, nutrition, and physical
health through prevention strategies. M addition, Mere Is an additional $80,000 to fund a two -county
tobacco specialist to suppot advise the four CCHCs in Penobscot-Piscataquis counties. This is an annual
award that is subject to available funding.

Re: Healthy Maine Gant Update
As I have briefed you previously, the Healthy Maine Partnership move and our response
W a new RFP issued by the state are proceeding nicely. Reverend Carlson and I have
developed a proposed Partial Ilst of advisory board members W assist us in these efforts.
In addi0on, I would like to provide you with an update on our overall progress.
The Penobscot— Piscataquls Counties Health Distill woridng with the 4 Comprehensive
Community Heats Coalitions ( CCHC's ) In our region, have reached an agreement on
boundaries and service areas. Our Bangor CCHC will include all of the towns in
Penobscot County east of the corer and all the towns west of the river contiguous to
Bangor and Newburgh. Gwen the State's funding formula, we are eligible W apply for
$480,975.40 in the Healthy Maine Partnership RFP due lune 4,2007. In addition, the 4
CCI -C's have agreed that Bangor would be the applicant for $80,000 in additional
funding W hire a tobacco "specialist" who would serve the entire two county area,
modeling our successful recent efforts in the substance abuse prevention area where we
hired a specialist to serve the 2 counties. We will be seeking Council approval at Its
second meeting in May to apply for this funding.
The District -wide Regional Coordinating Council that is in the state plan has been
bogged down in the legislature and in the Public Health Work Group and is still a ways
off. Ed Barrett and I have had preliminary discussions with County staff and
Commissioners and are confident a strong relationship on be forged W establish this
broader Council when the unresolved state issues are behind us.
Bob Godson and I have had many conversations with a number of key stakeholders in
our efforts W ensure buy -in arts effective collaborations. To that end we have a
preliminary Ust of potential Bangor Health Advisory Board members:

We still need W address a few required and strategic areas including representatives
from the City of Bangor, other municipalities, local health offices, medial/public health
professionals, public safety, United Way, clergy, and college/universities among others.

In the and, our vision is that this group would advise the Council and the Department of
Health and Welfare both in regard W the upcoming work that will be funded through the
State RFP, but also in all areas of the health activities of the Department. They would
bring their respective expertise, knowledge, and interests of their respective
organicatlons together so that we have a collaborative and coordinated approach to
Public health in our area. I believe there Is great Interest In this approach, although It is
tempered by some skepticism and wariness due to part broken promises and frayed
relationships both with the State and locally. I am confident and excited that bis can be
the beginning of an effective strategy to address regional public health concerns.
