In Chapter 23, Article III, Commission on Cultural Development, the CommBslon for Cultural
Development is charged with dudes Nat include:

Bangor CIN Cotimil, based on a 5 -year vision statement adopted by the City Council. and strategic
objectives Nat support the vision statement.
To fund Ne assessment process, the City of Bangor applied for and received a grant from the Maine Acts
Commission to carry out Discovery Research on which to base the assessment. The $15,000 grant was
matched by $5,000 from Bangor's cultural apprtpnation for the fiscal year ended June 30, 20%. In the
Clty's grant application, it designated the Commission for Cultural Development as the Steenng
Committee overseeing the Discovery Research project.
The Discovery Research phase is complete, and the Commission prepared and presented to Ne Business
and Economic Development Committee (on May 23, 200]) a comprehensive arts and cultural policy that
Includes a 5 -year vision statement and strategic objectives that support the vision statement. The
Commission also prepared an annual work Policy in support of the vision and strategic objectives.
The Business and Economic Development Committee recommends adoption of the Policy.

(TITLE.) ORDER, Adopting a Comprehensive Arts and Call polity
WHEREAS, Chapter 23, Article III, Commission on Cultural Development, charges the
Commission for Cultural Development with duties that include developing an
assessment of Bangor§ cultural needs and developing and maintaining a
comprehensive arts and cultural policy, subject to approval by the Bangor City
Council; and
WHEREAS, the Commission on Cultural Development has completed an assessment of
Bell cultural needs, funded In part by a grant from the Maine Arts
Commission; and
WHEREAS, the Commission on Cultural Development has prepared a comprehensive arts
and cultural policy that includes the detail required by Chapter 23, Article III -- a
five year vision statement and supporting strategic objectives; and
WHEREAS, the Commission on Cultural Development also prepared an annual work plan in
support of the vision and strategic objectives; and
WHEREAS, the Commission on Cultural Development presented the vision, strategic
objectives, and annual wodc plan to the public in a series of open meanings; and
WHEREAS, public reaction supported the polity presented by the Commission on Cultural
Development; and
WHEREAS, the Business and Economic Development Committee of the City Council has
reviewed the policy at its meeting of May 23, 2007, and recommends approval;
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR
THAT
the Comprehensive Arts and Cultural Policy dated June 11, 2007, a copy of which is attached
hereto, is hereby adopted

Vision Statement (5 -year)
Bangor is recognized as a community that attraM creative individuals,
businesses and organizations, and as the regional center' of arts and cultural
activities. ('Hancock, Knox, Penobscot, Pism aquis, Waldo, and Washington
Counties)
Bangor provides venues in which creative participants an demonstrate and
profit from their creativity, and citizens from all walks and stages of life an
participate in arts/alture/hentage activities.
Bangor provides forums for networking and delivering technical assistance to
Individuals and organizations. Bange's dynamic registry of artists, organizations,
and venues is a tool widely used by audiences, booting agents, customers,
supporters, retailers, wholesalers and others.
Bangor's established cultural organizations are financially stable, and collaborate
with one another and with other community organizations in their marketing and
programming activities.
Strategic Objectives (5 —year)
In support of Cultural Policy "Vision"these objectives have been developed from a
Discovery Research Process that included public surveys and a series of public meetings

Principles on which Bangor's cultural Policy Is Wsetl:
A. The social, educational, artistic and economic impact of arts, humanities and
culture is dynamic; the City must respond appropriately to changes in those
areas;
B. Art and culture are relevant, meaningful, inspiring, central to the Integrity of
one's being, and strong wntributors to the community's unique sense of place;

C. Art and culture are not only for the affluent; and arc in public places is for the
benefit of everyone; art and cultural activities should be accessible to everyone;
D. Art and culture are engines of economic growth, and as such should be nurtured
to achieve economic beneflCs and to attract and retain the creative workforce
and residents re cessary for our community to thrive;
E. The purpose a municipal support of arts, cultural and humanities activities,
organizations, and public art collections is to help to sustain the level of activity
and accessibility that meets the canmunity's needs;
F. The public sector must lead initiatives to meet the community's cultural needs If
private participation Is to follow;
G. The City should actively seek to partner with all sectors of the community (i) to
ensure public accessibility to an and cultural organizations, and (ii) to advance
the organizational and financial stability of won organzations;
W The City should crate forums that promote active collaboration of leaders and
organizations from arts, culture, business, educational, government, foundation,
entertainment, media and recreation sectors;
1. The City should maintain strong communications with the University of Malne
and collaborate on cultural projects whenever possible for the mutual benefit of
the Bangor and University communities;
1. The City should communicate Its cultural Policies and activities to surrounding
communities and solicit financial and/or in-kind participation In support of public
infrastructure that is used as a venue for arts/cultural/humanities activities
serving the region and/or conbibuting significantly to the economy of the region;
K. The City should encourage the promotion of an art/culture/humanities aspect in
regional planning and marketing initiatives in which Bangor is a partner;
L The City should encourage collaboration between providers of publK
transportation and cultural organizations;
M. The City recognizes that Its Infrastructure and visitor climate (including sign
systems and pedestrian safely) should be conducive to finding and utilizing arts
and cultural venues; and
N. The City should endeavor to provide annual funding for the preservation,
restaabon and enhancement of its public art collection, in recognition of the fact
that only by instituting a steady stream of funding and standing by such a
commitment will Ne City be able to fulfill Its role as steward of Its public art
codedon.
