Designation as the tentative developer would grant Hodgdon Marine exclusive stabss as developer of the
property until April 30, 2008. During this period, Hcogdon Manne will develop and submit a proposal for
the development of the site far consideration by the Business and Economic Development Committee of
the City Coundl on or before April 23, 2008 and by the City Coundl on or before April 28, 2008. The
proposal submitted for the CiNs consideration will provide sufficient detail m outline tie scope of the
proposed development and convey sufftlent infornation to determine the level of investment proposed,
new employment opportunlges the project would create, and dw schedule for the proposed development.
The ste has been owned by the City since 1922 when it was purchased as a source of gravel for use by
the City. The property H no longer a source fw gravel and is currently used by Me City to dispose of
snow primarily removed from the downtown area during the winter months. ApproMmately half of the
former gravel pt was conveyed by the City of Bangor to due Town of Hampden in 1980 for Its use In
establishing what is now the Turtle Head Marina. Staff has been working with Hodgdon Yachts for
several months to identify a site suitable for its production of arbon-Kevlar boars designed with
assistance from the Un"wersity of Maine.

ORDER, Designating Hodgdon Marine LLC Tentative Developer of a Parcel on
Marina Road, Hampden, Maine
WHEREAS,
Hodgdon Marine LLC is interested In developing a parcel of land owned by the
City of Bangor on the Marina Road In Hampden for their business use; and
WHEREAS,
Hodgdon Marine has requested designation as "tentative developer of the parcel
in order to investigate the feasibility of developing the site, allow time to prepare
a definitive development proposal, and to negotiate a proposed Development
Agreement for consideration by the City Council; and
WHEREAS,
the City has granted "tentative developer" status to potential developers on
various City owned sites in the past, thereby providing the developer Gore to
prepare a specific proposal for the Council's consideration and during which time
the City agrees to deal exclusively with the designated tentative developer for
the purpose for which tentative developer status was granted;
NOW, THEREFOREr BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR
THAT Hodgdon Marine LLC Is hereby designated the tentative developer of the City owned
parcel on Marina Road, Hampden and that such designation is In effect until Apr l 30, 2008.
BE IT FURTHER ORDERED THAT:
1. During the period of designation, the City agrees to deal exclusively with Hodgdon
Marine LLC.
2. Hodgdon Marine LLC shall have until March 31, 2008 to prepare and submit in writing to
the City's Director of Community and Economic Development a definitive proposal for
Me development of the parcel for review by the City Council. The proposal submitted
for the CWs consideration shall provide suffident detail to outline the general scope of
the development, convey sufficient information to determine the level of investment
proposed, the employment and relatetl business effect, and the schedule for the
proposed development.
3. City staff is authorized to negotiate a Development Agreement with Hodgdon Marne
LLC for consideration by the Business and Economic Development Committee of the City
Council on or before April 23, 2008 and the City Council on or before April 28, 2008
setting forth the Proposed tens and conditions under which the proposed development
would be allowed N move forwand. The Development Agreement, if approved by the
City Council, would ensure that the development would conform to the plans and uses
approved by the City Council and Nat Hodgdon Marine LLC has the capacity and ability
to carry out the development as approved.
