(MILE.) Resolve, Supporting the Supplemental Appropriation for the State Department
of Transportation for Projects to Improve East-West Travel In and Through the State of
Maine

WHEREAS, the Governor has proposed a supplemental General Fund budget for
the State Department of Transportation which includes funding for a
number of projects designed to improve East-West Highway travel
within and through the State of Maine; and
WHEREAS, this appropriation represents the innal step In a multi-year program
designed to improve East-West travel through modernizing the existing
arterial system, enhancing safety, and reducing travel times; and
WHEREAS, Infrastructure investment of this nature is essential to supporting and
encouraging economic development throughout Northern, Eastern and
Western Maine, areas which have not experienced the economic growth
of Southern and coastal Maine; and
WHEREAS, the volume of commerce between the United States and Canada is and
will continue to increase as the terms of the North American Free Trade
Agreement are implemented; and
WHEREAS, the nature and condition of Maine's current highway system linking the
Maritime Provinces on the East with Quebec and Ontario to the West
are deficient in condition, alignment, capacity, and safety; and
WHEREAS, the lack of a modem Fast -West Highway system in Maine is an
impediment to the development of both higher levels of international
trade and strengthened regional economies;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCILS OF THE CITIES
OF BANGOR AND BREWER, THAT: we support the supplemental General Fund
budget requested by the Governor and the Commissioner of the Maine Department of
Transportation and urge the State Legislature to approve this request; and

BE IT FURTHER RESOLVED, THAT we recognize this request as the first step in a
multi-year process to improve our East-West Highway system and urge the Legislature
to continue to support future funding for this effort; and
BE IT FURTHER RESOLVED, THAT the eventual goal of this effort should be the
construction of a limited access East-West Highway connecting the Province of New
Brunswick to the East with the Province of Quebec and the State of New Hampshire on
the West.
