Governor's supplemernd general find budget request to the legislature to engineer, permit, and construct
initial segments of improved east -west highway routes.
The Community and Economic Development Committee reviewed the request at its mating on January
19, 2000 and recommends approval.

RESOLVED
WHEREAS,
the Governor has proposed a supplemental General Fund budget for
the State Department of Transportation whicli includes funding for a
number of projects designed to Improve East-West Highway travel
within and through the State of Maine; and
WHEREAS,
this appropriation represents the initial step in a multi-year program
designed
to Improve East-West travel through modernizing the existing
arterial system, enhancing safety, and reducing travel times; and
WHEREASf
infrastructure investment of this nature is essential to supporting and
encouraging economic development throughout Northern, Eastern and
Westem Maine, areas which have not experienced the economic growth
of Southern and coaxal Maine; and
WHEREAS,
the volume of commerce between the United States and Canada is and
will continue to increase as the terms of the North American Free Trade
Agreement are Implemented; and
WHEREAS,
the nature and condition of Maine's agent highway system linking the
Maritime Provinces on the East with Quebec and Ontario to the West
are deficient in condition, alignment, capacity, and safety; and
WHEREAS,
the lack of a modern East-West Highway System in Maine is an
Impediment to the development of both higher levels of international
trade and strengthened regional economies;
NOW, THEREFORE, BE R RESOLVED BY THE CRY COUNCIL OF THE CRY OF
BANGOR, THAT: we support the supplemental General Fund budget
requested by the Governor and the Commissioner of the Maine
Department of Transportation and urge the State Legislature to approve
this request; and

BE IT FURTHER RESOLVED, THAT we recognize this request as the first step in a
multi-year process to improve our East-West Highway system and urge
the Legislature ro continue to support future funding for this effort; and
BE IT FURTHER RESOLVED, THAT the eventual goal of this effort should be the
construction of a limited access East-West Highway connecting the
Province of New Brunswick to the East with the Province of Quebec and
the State of New Hampshire on the West.
Copies of this Resolve shall be provided to members of the Appropriations and
Transportation .Committees of the Maine State Legislature, the Bangor Legislative
Delegation, the Governor, the Commissioner of Transportation, and the Maine
Congressional Delegation.
