Item/Subject: Order, Casting Me Vote of Me city of Bangor For the Municipal Review Committee
Boats of directions
Responsible Department, Executive
Annually, Naito communities of the Municipal Review Canmbtee have an opportunity to vote for
repremMMres to the MRC Board of Directors. The Municlpal Review Committe has responsibility for
decreasing Me operation of Me Penobscot Energy Risomr Compam/ (PERC) Waste to Energy facility in
Ovington. The MRC represents some 100 communitles and works closely with We FadiEys Ope2tors
and owners on a wide variety of opexeonal and financial issue affecting the plant, both Most term and
lagerterm.
The Board dDlreQos lscomproslof ninediretters. Bob Fanarcunendyseivesasbotha Directorand
Treasurer of the organlzatlm. Three Director positions became vacant in December. The three
Incumbents (Marie Baker, Hampden; Larry Foleom, Brovmville; and Elery Rome, Winslow) have
mpressed interest in continuing. Additionally, Hadley Jordan, Des is on the ballot as well.
As a charter community, Bangor has an opportunity M wive for one director. Vcdng weight is based
upm annual guaranteed tonnage (ane vote for each 100 tans of waste). Accordingly Baskor has 22
'Woes" t9 cast for one candidate. Both Mark Baker ant levy Fdsom have called to ask he our support.
These are both straW candidates and bots have been excellent Boats members. My recommendMlan
would be that we cast our ballot for Mr. Folsom for two reasons: Rod, tarry is presently the only non
-
munkinal official on the Board. He is able to bring different perspectives to the Board which are
varmNe. Second, he Is from Piscataguis County, and a the only Board member from Mat region of the
state. GeographK diversity on the Bond is beneficial given the territory that a served by the PERC Plant.
