It is anticipated that approximately $14,000 will be for professional services, $16,800 for travel expenses to Bangor and developer visits, and $4,500 for reimbursement for direct expenses incurred by Hunter in the perfom:ance of the services rttryested. This proposed amendment has been reviewed by the Community and Economic Development Committee, which recommends Council approval. OEDEUD, THJIT WHEREAS, the City ofRangor enteral into a Contract for Professional Services with Hunter Interest Inc. for waterfront Planning and design services dated December 29,1998; and WHEREAS, Harter Interest Inc. has substantially completed its planting and design services; and WHEREAS, it is in the best interest of the City of Bangor to further engage the services ofHmter Interests Inc. to assist the City in the developer solicitation and selection process and the negotiation of binding developer agreements; NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT the City Manager is hereby authorized to execute an amendment w the Contract for Professional Services by and between the City of Bangor and Hunter Interests Inc. dated December 29,1998, said amendment to provide for additional services a be provided by Hunter Interests Inc. to assist the City in the developer solicitation and selection process and the negotiation ofbindiug developer agreements, in an amount ant to exceed $35,300, and in a final form approved by the City Solicitor or Assistant City Solicitor. Subject: Continuing Services Propose] Date: September 25, 1999 This Technical Memorandum proposes the continuing services of Hunter Interests Inc. (HH) to assist the City of Bangor through the balance of the developer solicitation mad the negotiation phsse. We propose that Messrs. Hurear and Bleinberger be available for approximately 10 person - days of consultation to the City of Bangor as the solicitation Process proceeds during the balance of 1999 read during the yew 2000. Oa current contract involves preparation of draft RFQ and RFP documents; assistance to City staff in screening prospective developers and preparing a mailing list; advice on solicitation procedures and advertising techtiques; and general assistance with otter aspects of the solicitation process within the limitations of time and budget under the parent contract. Based on am experience and our evaluation of the correct project budget sbuatior, approximately IO person -days of HunterMleinbergw time during the balance of the solicitation should be sufficient counting no unusual or inordinate requests for services. In addition, we propose up to five person -trips to Bangor by Don Hunter during the course of the solichadonhmgotiation process. These trips of approximately two days each would allow Mr. Hucter to consult with Ore Steering Committee on a face-to-faa basis, participate in matings to review developer qualifications and proposals, participate as interviews with up to Over prospective development teams, and be present for at least one initial negotiating session with the prefernd development teem.
