N approved, this order will accept add appropriate a $362,745 In Homeland Security funds from
the Maine Emergency Management Agency (MEMA) to improve preparedness and response
wpabilibes for Homeland Security events In the state of Maine. the funds will be used for a
variety of purposes including the purchase of a rescue boat; SRT vehicle as well as providing
other enhancements outlined In the attached memo.
On lune le, the Govemment Operations Committee reviewed and recommended acceptance of
the funding for the projects and programs identified by a 3-1 vote. Councilor Gratwick was
opposed due to the Inclusion of the Rescue Fire Boat.

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT: FY 2010 Homeland
Security Grant Funds in the amount of $362,745 from the Maine Emergency Management
Agency to improve preparedness and response capabilities for Homeland Security events In
Maine are hereby accepted and appropriated; and
BE IT FURTHER RESOLVED, THAT the Finance Director is authorized to establish such financial
accounts as may be necessary to accept and disburse said funds in accordance with Homeland
Security and MEMA requirements.

Re: FY2010 Homeland Security Grant Program

Enclosed is a letter awarding $246,275.43 (SHSP) State Homeland Security Program
and $116,469.33 (LETPP) Law Enforcement Terrorism Program to the City of
Bangor for the PY2010 Homeland Security Grant Program to improve preparedness and
response capabilities for Homeland Security related events in the State of Maine. This
grant does not require any local matching funds.
We are asking for you to accept and appropriate the FY2010 Homeland Security Gant
Program funding for the following purchases:
• Special Teams SanyoThisfunding will provide money for Police Departments
POD (Explosive Ordinance Disposal Team. SRT (Special Response Team). Fire
Departments Technical Rescue Team and equipment and maintenance for the
Mobile Command Truck. Total $59,700.00
• Interoperability EquipmentUpgradeto Public Warks radios and a Light Tower
Tout $25,00.00
• Station Egutoment Upgrade- Replacement ofgenerater at Central Fire Station.
Total 325,000.00
• SRT Vehicle -Purchase of a SRT Vehicle for the Police Departments Special
Response Team. Total $75,000.00
• Rescue Boat -Funding for a boat with both rescue and firefighting capabilities.
Total$9Q000.00
• MDT Sumprt- This provides for continued support of the MDT system. Total
$15,000.00
• Information Teehnoloev-This will provide funding for new notebooks for the
ECC, 1. T. support for HIS and Ponding for CAD/AVL systems. Total $63,000.00
