Item/Subject: Order, Accepting $21,704 in Grant Funds from the Maine Emergency
Management Agency "2007 Public Safety Interoperable Communications Grant Program for
Mobile Command Vehicle Upgrades

Commentary:
If approved, this grant will provide $21,704 to replace the current ground control satellite
modem system. The Fire Department was recently notified by MEMA that funds had been
awarded to the City for upgrades to the mobile command vehicle. The current system, which
was installed five years ago, has insufficient data speeds and has been unreliable on some
occasions. This grant will allow the City to purchase a new commercial grade ground control
satellite modem system with faster data throughput and will allow for video streaming.
This grant opportunity was unanimously recommended for approval by the Finance Committee

BE IT ORDERED THAT a $21,704 in MEMA grants funds for upgrades to the mobile
command vehicle are hereby accepted; and
BE IT FURTHER ORDERED THAT the Finance Director is authonted to establish
necessary accounts for this purpose.

Re: FY2010 Homeland Security Grant Program

Enclosed is a letter assuming $246,275.43 (SHSP) State Homeland Security Program
and $116,46933 (LETPP) Law Enforcement Terrorism Program to the City of
Bangor for the FY2010 Homeland Security Grant Program to improve preparedness and
response capabilities for Homeland Security related events in the Sure of Maine. This
grant does not require any local matching funds.
We am asking for you to accept and appropriate the FY2010 Homeland Security Grant
Program funding for the following purchases:
• Special Teams SupportThisfunding will provide money for Police Departments
EOD (Explosive Ordimnee Disposal Team, SRT (Special Response Team), Fire
Departments Technical Rewire Team and equipment and maintenance for the
Mobile Command Track. Total $59{100.00
• Interoperability Eauinment-Upgrade to Public Works radios and a Light Tower
Total $25,00.00
• Station Eamparcrt Uaerade- Replacement of generator at Central Fire Station.
Total $25,000.00
• SRT Vehicle -Purchase of a SRT Vehicle for the Police Departments Special
Response Team. Total $75,000.00
• Rescue goat -Funding for a boat with both rescue and firefighting capabilities.
Total $90,00.00
• MDT Support- This provides for continued support of the MDT system. Tom[
$15,000.00
• Information Technology- This will provide funding for new notebooks for the
EOC, 1. T. support for GIS and funding for CAD/AVL systems. Total $63,000.00
• NIMS (National Information Management System Compliance- Will continue
with training for new and promoted employees. Total $10,000.00
