Commentary:
Article 11 of the City Charter of the City of Bangor provides the process for notification of City
Councilors of a special meeting of the Bangor City Council. The Charter had required that notice
of special council meetings be given in hand or left at the Councilor's residence. In November
2011 the voters of the City of Bangor voted to amend Article II to provide that the method of
notRication shall be established by Council Resolve. At Its February 10, 2011 meeting the
Government Operations Committee recommended that notice m Councilors of special council
meetings be enter by phone, email, in hand or left at the Councilor's residence. The Committee
recommended that In event notice is by phone or email it not be effective unless acknowledged
by the Councilor at least 24 hours prior to the time of the special meeting.
The attached Resolve establishes the method of notrticatlon of Councilors of special council
meetings.

(TITLE.) Resolve, Establishing the Method of Notice of Special Council Meetings
WHEREAS, Article TI of the City Charter of the City of Bangor provides the process for notification of City
Councilors of a special meeting of the Bangor City Council; and
WHEREAS, in November 2011 the voters of the Cry of Bangor voted to amend Article 11 of the City
Charter of the City of Bangor W provide that the method of notification shall be established by Council
Resolve.
BY THE CITY COUNCIL OF THE CITY OF BANGOR:
BE IT RESO WED,
THAT The City Clerk shall give to all members at least 24 hours notice of Ne time and place of a special
meeting of the City of Bangor City Council by telephone, email, in hand or by leaving the notice at the
residence of the City Councilor, provided that, however, in the event notice is given by telephone or by
email, said notices not effective unless receipt of the notice is acknowledged by the City Councilor at
least 24 hours in advance of the time of the special meeting.

Re: Method of Notice of Special Council Meetings
In November, 2010 the voters approved several changes to the Bangor City Charter,
One approved change allows for the method of notification for Special Council Meeting
to be established by Resolve. Previously, the City Charter required that all Special
Council Meeting notices be delivered in hand, or at the residence of each Councilor.
There are several methods of notification that should be considered
1) Notification by phone
2) Notification by email
3) Notification delivered in hand, or left at the residence of each Councilor
Each of the above methods would still require at least 24 hours notice. Realistically,
phare message and/or email methods do not guarantee proper notice without an
acknowledgement of receipt by the counclar(s).
My recommendation would be to allow for a phone or email notification, as long as an
acknowledgement Is received from the Coundlor(s) within 24 hours of the scheduled
meeting time. If no acknowledgement is received, the notice must still be delivered in
hand, or at the residence of the coundlor(s) within 24 hours of the scheduled meeting
time.
