If approved, this order will authorize a contract award to ADS Environmertal Services In the
amount of $103,395 for purchase of 10 flow meters W monitor the aws combined sewer
overflow points. As part of the Maine Department of Environmental Protection's State Revolving
Loan Funds, funding for the purchase of ten (10) Flow, meters was approved.
On lune 6, 2011, the Rnance Committee approved staff m waive the bid process and authorize
the City to enter into a contract with ADS Envtronmentnl Services in the amount of $103,395.
The contract awaN recommendation must be reviewed approved by the City Council as it Is over
$100,000.

I am recommending the City purchase 10 ADS portable flowmeters for use in the sewer
collection system (a copy of the quote is attached). I am recommending we purchase
the meters without a competitive bid for the following reasons.
• Last year we purchased five flowmeters from ADS to monitor the city's combined
sewer overflow points (CSO). Staff asked that the equipment and services be
purchased from ADS as it was the only company able to meet our needs. At this
point in time it makes sense to maintain continuity of equipment as the City
enters into Phase 2 of the CSO Long Tenn Control Plan which could span more
than len years. Maintaining continuity means ease of maintenance,
programming and integration into our SCADA system. These flow monco s will
be used throughout the planning and execution of the Long Term Control Plan.
• The City owns Flowmeters from a different supplier some of them approaching 20
years old. The cost of refurbishing them is comparable to purchasing a new
meter. ADS is offering a trade in allowance on okl meters of $1000 per unit
through June 30n. Therefore I suggest, if the Finance Committee agrees to
purchase new meters from ADS, we trade in 10 old meters for a credit of
$10,000. We will keep the four remaining units and use them as needed.
• Our experience with the initial purchase, meter deployment and service from
ADS has been very good.
MEDEP has approved the use of unexpended State Revolving Loan Funds (SRF) for
this purchase.
