Commentary: Water quality and the practices of facility operators are important
environmental Issues today. The Environmental Protection Agency has indicated that more are
direct relationships between water quality and facility operations. The goal of this project is to
increase the understanding of pollution prevention practices in at least 100 facility operators in
Me Bangor area that will lead W reduced stormweer impacts in Ne private sector.
While Municipal, State, and Federal Government facilities are required to train their employees
on numerous aspects of pollution prevention procedures and practices W protect water quality
and the environment in general, facility operators from private and non-profit sectors in the
community may newer have been exposed to pollution prevention practices, some operators
may have heard a various rules and regulations, with regard M hamrdous waste, spill
prevention & reporting, mil erosion, etc., but may not have the motivation or the resources W
Implement best management practices. This will also be a good oppoMnity to let operators
know about recent stormwater related ordinances that have been adopted by the Qty of Bangor
and other surrounding towns.
The Maine Air National Guard has awarded the City of Bangor a $5,000 grant to undertake the
project No match is required, however City staff, and local trainers will be volunteering to
conduct the training. The Grant will pay for the spam, the refreshments, door prizes, manuals,
and certificates. Eastern Maine Community College has offered to provide assistance with
publicizing the event through their business training customer mail IIS. The scope of work will
Include: development of the agenda, a workshop brochure, a media release, recruiting speakers,
and logistics.

fund an Education and Outreach Project to Increase pollution prevention activities In the private
sector; further, staff is authorized! to carry out the vrork outlined in the attached project
Proposal.

The Maine Air National Guard in Bangor Is charged with conducting education and outreach for
the purposes of Increasing POIIUbon prevention in the community in which their opera0om are
IOCabed Toward that end, the Guard has opted to provide funding to the City to conduct
education and Outreach activities.
in response to an irpuiry by 2n0 Lt. John Cronin, I proposed a pmJect which is also one
mquirement listed in our Impaired Streams Plan of our M59 permit. The Guam agreed that the
Project would be useful as a community wide pollution prevention activity and agreed to fund it.

take home prizes. Participants will have the opportunity thmugh follow up task; to become
"Business Friende of the City Of Bangor and in so doing will also recelve a certificate of
appreciation from the Maine UEP and the Bangor City Coundl. The workshops will serve W
increase the understanding Of LOU fadlity operators in Bangor in the area of pollution
prevention practices.
