Commentary: The Marine Air National Guard would like to contract with the Parks
and Recreation Department to provide childcare services during yellow Ribbon
Programs. yellow Ribbon Programs are workshops for returning soldiers and their
families. Childcare will be provided at Air National Guard Facilities in Bangor and the
City is fully reimbursed for the cost of the services. A separate contract is required each
time childcare services are provided.
The Government Operations Committee has reviewed and unanimously
recommends approval.

NOW, THEREFORE, BE IT ORDERED BY THE BANGOR CITY COUNCIL THAT: the
Parks and Recreation Director or his/her designee is hereby
authorized to execute contracts for Childcare Services with the Maine
Air National Guard under the general terms and conditions outlined in
the attached Proposal, and in a form acceptable to the City Attorney
or Assistant City Attorney

Authorizing the Execution of Contracts for Childcare Services between
the City of Bangor Parks and Recreation Department and Maine Air National Guard
WHEREAS,
the Maine Air National Guard desires to have childcare services provided
during their Yellow Ribbon Programs for returning soldiers and family
members; and
WHEREAS,
the Bangor Packs and Recreation Department has available and qualified
staff to provide the requested services; and
WHEREAS,
the Air Guard will fully reimburse the Parks and Recreation Department for
all costs associated with these services; and
WHEREAS,
a separate contract is required by the Air Guard for each time services are
to be provided (estimated to be 3-5 times per year)
NOW, THEREFORE, BE IT ORDERED BY THE BANGOR CITY COUNCIL THAT: the
Parks and Recreation Director or his/her designee is hereby
authorized to execute contracts for Childcare Services with the Maine
Air National Guard under the general terms and conditions outlined in
the attached Proposal, and in a form acceptable to the City Attorney

We have been corrtacted bythe MEARNG regarding the possibility of contracting with
us to Provide childcare during a Wellow Ribbon' program they conduct for returning
soldiers and their families. This allows for parents to easily attend required workshops
with the peace of mind in knowing that their child is well cared for within the proximity of
the presentation center,
They are reaching out to community packs and recreation departments to assist with
childczrts while adufte are in their classes. They were referred to as from the Clry of
Augusta Parks and Recreation, We would send our staff to the Armed Forces
Recruigng Center on Hildreth Street North for the childcare piece of this program and
would be reimbursed for all costs.
We have met with staff of the MEARNG to confirm details and familiarize our staff with
their facility. This fits well into our regular before and after school routine and I sea It as
a unique and positive activity for us to Partner with the military on. It is my
understanding that the units they are working with are based in Calais and Safford. We
are looking toward to this opportunity to work the military M assist them with this
Program

I. This proposal outnnest0e basic guidance for National Guard Bureau mandatary

location for children ages 5 and under, according to all fedend, score and local laws,
utilivng caregivers with First Aid and CPR certifications. ]his allowsforparents to

This allows for participation in the "ALL hands^ staffineeting as well as time to become
orienled with the locale. Staff is to be the guiding element within the childcare roams
utilized ensuring that all standards pertaining to the proper care ofebildren aremet. i.e.:
sraffm child ratio maintained, no child left alone with ¢paid or volunteer staff, sign -in &
signroutproceduasfoilowedeec. City SWiwillremain onsiteturdirelievedbythe
military Point of Contact at which time, the timesheet will be signed.
Pav and Travel- The mte of pay percity staffis based upon the hourly wage received
by the MITFamon and includes travel time. Additionally, the chy will be reimbursed Por
all expenses associated with the hourly wage including fringe, FICA, retirement, etc.
Upon completion of men Yellow Ribbon evmt the Childcare Director will invoice
MEARNG for all expenses husband. The City ofBangor Parks and Recreation Director
will provide a east estimme budget prior to the event ant shall be subject to review and
approval by MEARNG prior to executing canon.

Ribbon Events. Contracted caregivers are permitted b participate in these snack and
mealtimes with NO monetary penalties or charges. This is an added benefit.

casual attire. This includes jeans: without holes or tears, sneakers m closed toed
sandals... NO heels, t -shirts are acceptable as long ar they don't contain my advertising
