Commentary: The State of Maine Bureau of Highway Safety has grant funds available
to assist local and state law enforcement agencies with their speed enforcement efforts.
The grant calls for stepped up enforcement of speeding violations between May 1 and
September 15. The focus of these efforts will primarily be in areas of high incidents of
speed -related crashes. The amount of funds available Is $5,000. The grant funds are
available to provide overtime reimbursement as a means to increase enforcement
efforts. Grant funds will be distributed to the City as reimbursement for expenses is
requested.

SUBJECT: Amending Land Development Code Chapter 165-8 Districts,
165-62 Visual Clearance on corner lots, 165-66 Zoning
District Boundaries, 165-72 Parking, 165-73 Parking
location and screening, 165-135A Height and Schedule A.

Please be advised that the Planning Board at its meeting on April 5, 2011, held a
Public Hearing on the above zone change request.
Planning Officer David Gould indicated in order to provide for the anticipated
redevelopment of the Bangor Auditorium and Civic Center the City has proposed several
amendments to the Bass Park District. The Bass Park District was initially created in
2004 to accommodate a radno. The project relocated to the other side of Main Street
and the District was never put into use.
The Dismct provides an ideal platform for the redevelopment of the Auditorium
and Civic Center. The amendment will facilitate a downtown style development with
development standards similar to downtown and the waterfront in terms of heights and
setbacks. The Bass Park District will be added to appropriate sections for buffers,
transition yards and parking design standards. Mr. Gould noted that the District will
treat parking similar to downtown and the waterfront. In Both instances the City takes
on the primary responsibility for off-street parking such that development can occupy
the majority of the available development space. While there has been a fair amount of
discussion as to the parking demand for a new facility the City is in the best position to
deal with managing the parking needs of the facility with off-site lots parking garages
and potential shuttle systems.
James Ring, PE former City Engineer indicated to the Board the proposal was to make
adjustments to the a Istlrg Bass Park Zoning District that was created in 2004. Mr.
Ring noted that the district would facilitate the development of a new arena and civic
center should the voters approve them.
There were no other proponents or opponents.
Member Damon asked if the parking would be created at the comer of Buck and Main
Streets. Mr. Ring noted that the present design would have the building located just off
the sidewalk and parking would be further north off Buck Street and other existing
locations.
The Board voted six in favor and none opposed to recommend the CM Council
adopt retuning 67 acres from Government and Institutional SeMce District, Park and
Open Space District and Urban Residence 1 District to Bass Park District as contained in
C. 0. # 11-100

The Maine Bureau of Highway Safety (MeBHS) will make grant funds available to selected full-time law
enforcement agencies for participation in the 2011 Speed Enforcement Program. Our office has researched speed
related crash data from the last those years, and your agency has been selected to penicipme in Nis year s Program
because of the bigh speed-involved crash for for yorerjunsdiction. Your city has reported 375 speed related
recheslnthelast Nreeyems. we would like your delmrtment to focus your overtime enforcement details On Ne
high crash locutions in your community. Please see the program details below.
1) The 2011 Speed Enforcement Program fission on May 1, 2011 and ends on September 15, 2011.
Your work will be based on proven speed problem times and locations in your mars. Each detail worked
must be no more Nat 4 overtime hours in humus
2) Grant awards will be for a maximum of $5,000.00. You may request less if your planned activities will
result in less dollars needed.
3) Your department mum identify the monNs,days, time of day and good localons where your data shows
speeding is a problem. Enforcement efforts must be targeted m the locations and times identified in your
application.
4) As with past programs, participating departments must keep teak of the activities of each detail mid
provide Nat information to MeBHS on Ne 2011 Speed Enforcement Derail Report that will be provided
wish your award furlongs. All detail activities must then he torted and that information shall be provided
on Ne progress Report form, which also will be included in the award packet.
