The Airport recently experienced a significant power outage that kept the terminals and hotel on
generator power for two days. During this outage, Bangor Hydro refused to work on the system
while It was "Jive' due to the dangers it presented. Under a previously awarded contract for
engineering services, the Airport engaged Carpenter Associates to perform an underground electrical
investigation to determine the condition of the Airport's primary underground system. The current
electrical system was Installed in 1973 with a life expectancy of 25 years. The Investigation showed
significant decay, corrasion and underground sparking. It was also discovered that the 1953
generator for the International arrivals building is leaking oil and not adequately sized for our current
needs.
In addition, the Airport recommends removing the electrical poles and transformers that supply
powerto docks 11 & 13 (the hangars dosesttothe terminals). Thesetransformeiswere installed in
the 1950'5 and due to their age, Bangor Hydro on no longer obtain appropriate parts for repair.
The recommendation is to replace the poles and transformers to an underground service. The
scope of the project was reviewed and approved by the Finance Committee on February 7, 2011.
The attached order would authorize the execution of a contract with Carpenter Associates for
engineering services related to the electrical service upgrade project at the Airport.
The contract award recommendation must be revlewed approved by the City Council as It Is over
$50,000.

Carpenter Associates recently performed an Underground Electrical Investigation to determine
the condition of the Airport's primary underground system. According to Airport records, the
current electrical system was installed in 1973. The Tables and system that were installed were
expected to last approximately 25 years. This system has more than fulfilled its useful life. The
investigation showed there is significant decaying, corroding, and underground sparking. The
Alrport has also recently expenencod a significant power outage that kept the terminals and
hotel on generator power for two days. During this outage, Bangor Hydra refused to work on
the system while it was "live" due m the dangers It presented. ,
During this investigation and pourer outage, it was also discovered that the International
generator Is leaking oil. Due W the age of the Generator (1953), the Airport is not able to
purchase parts for repair. The current generator is able to operate most of the equipment in
the building, but not all. A new Generator is needed to operate the entire intemational
building.
Lastly, the Amort recommends removing the emodrical poles and transformers that supply
power to docks 11 & 13, the hangars closest to the terminals. We corkinue to have problems
with these transformers as they were installed in the 1950's and Bangor Hydro can no longer
get the appropriate parts for proper repairs. The proposed solution Is to remove the poles and

replace them with a ground transformer W supply the desomicity underground. This would be
much easier W maintain and repair in the event of a failure.
The Airport is requesting the Finance Committee to authorize the Airport W have Carpenters
and Associates design this project. Carpenters is on the City's list of approved engineering
firms. In addition, the Airport requests Committee approval to send this project out for bid.
The cost estimate provided by Carpenters far the construction is $955,Ooo. The Airport has
consolidated several Capital items and revised other priorities to cover two-thirds of the cost
($690,000). We plan to budget the remaining one-third of the amount in the upcoming budget
year as the project will expand Into fiscal year 2012.
This project must be completed as soon as possible because it Is likely the current system will
