At this brine, staff is recommending that the election date be held on November 8, 2011, which Is the next general elecdon of the Gry. The reason for this date Is due to the fact Nat the November 8, 2011 h generally recognizetl as a national election date and has significantly higher voter turnout than other elections. Because any change in this service isnot dependent on a specific time of the year or mnUact, it seems appropriate W wait for the general election. ORDER, Placing an Order Entitled "Directing that the City of Bangor Will Continue to Operate its Own Emergency and Non -emergency Dispatch Center on the November 8, 2011 Municipal Ballot." WHEREAS, the Gty of Bangor currently staffs and operates an emergency and non- emergency communications center at the Bangor Police Department for the Bangor Police and Pre Departments; and WHEREAS, Penobscot County provides similar regional communications services, the cost of which is included in the County tax; and WHEREAS, by Council Order 10.360 dated October 25, 2010 the City Council of the City of Bangor voted to direct City staff to enter into negotiations with Penobscot County and Teamsters Local 360 regarding the City of Bangor us of communication services ham the Penobscot Regional Communications Center; and WHEREAS, a group of Bangor citizens formed a Petitioners' Committee and secured the signatures of at least 2,236 registered Bangor voters as required by the City's Initiative/Referendum Ordinance for the purpose of sending the question of whether the City shall retain its dispatch center or use the Penobscot Regional Communications Center for dispatch services to the voters.
