The City of Bangor Is currently undertaking a range of stormwater-related initiatives and
objectives. These range from watershed management plans and the Cal stormwater utility
feasibility study to working groups and trainings. Occasionally it has proven useful or cost-
effective to accept contributions from businesses, nonprofit organizations, or other entitles in
pursuit of these goals and projects. Examples include providing food at a meeting or
presentation, or paying for a joint training session.
These arrangements are generally within the discretion of staff authority, but may be particularly
common In the sparnwater conte#. To avold any appearance of impropriety or improper
solicitation, and to allow for timely approval of such arrangements, this Order would give certain
City staff members Involved with stormwater the authority to approve acceptance of certain
contributions from these condos. A ceiling of $500 would be set on these staff approvals.

CITY OF BANGOR
(MME.) ORDER, Authorizing Incidental Storwrwater Contributions in an amount
not to exceed $500
WHEREAS, the City of Bangor is molting on a number of Initiatives and objectives Involving
stormwater, Including adopting and implementing watershed management plans for
several urban Impaired streams, satisfying the City's obligations under its Municipal
Separate Storm Sewer System (MS4) Plan, and studying the feasibility of a stormwater
utility district for Bangor; and
WHEREAS, occasionally, during the course of these Initiatives and objectives, the City finds it
appropriate to accept centributions from businesses, nonprofit organizations, and other
entities In order to obtain additional useful stormwater-related services;
By the City Coutml of the Cry ofBangor.
ORDERED,
THAT the City Manager, Environmental Coordinator, Waste Water Treatment Plant
Superintendent and Assistant City Solicitor are hereby authorized, on behalf of the City of
Bangor, to approve contributions from businesses, nonprofit organizations, and other entities
for the purpose of advancing stormwater-related initiatives and objectives, so long as no
monetary contribution for the benefit of Bangor exceeds $500 in arty one case; and
BE IT FURTHER ORDERED THAT
Solicitation or acceptance of such contributions by said employees, or by other City officials and
employees d approved by the aforementioned employees, is hereby authorized.
