Maine Department ofEnvirommental Protection (MEDEP) asked that the City of Bangoras well as
Eastern Maine Development Corporation (EMDC) commit to being a coalition partner in their
proposal for a FY2011 EPA Brownfield Assessment Coalition Grant The City participated as a
coalition member last year, but the proposal was not successful. The application was for a
$1,000,000 gmntover a two year period with no local match. It would be administered by MEDEP
and the City would have no responsibility for spending any funds if awarded, however the City
would benefit from being able to access the funding as a coalition member.
If awarded, the grant would provide Ponding for much needed assessment work in our community.
Historic industrial use of numerous properties throughout Bangor was resulted in many distressed
and underutilized properties with school or potential environmental contamination. The funding
would enable the City to assess the environmental conditions at sites so that risk of exposure to
contaminated media could be determined and ultimately remedied. Assessment of such sites Is a
crucial first step in bringing properties back to a beneficial reuse and revitalizmion.

(TITLE.) Order, Ratifying Staff Action Applying for EPA Brownfields Assessment
Coalition Grant
WHEREAS, the Maine Department of Environmental Protection (DEP) is eligible to apply for an
EPA Brownfields Assessment Coalition Grant; and
WHEREAS, any funding awarded under this grant program would be available to coalition
Partners to perform assessments of properties with actual or potential environmental
contamination; and
WHEREAS, there are numerous properties located within the City of Bangor that due to their
historic industrial use may qualify under such a program;

BE IT ORDERED THAT,
The actions of staff in malting application for an EPA Brownfields Assessment Coalition Grant in
concert with Maine Department of Environmental Protection and Eastern Maine Development
Corporation are hereby ratified and affirmed.
