Commentary:
Under the current City ordinance, all taxicab licenses expire on the first day of July, which
causes two primary problems. First, fire City Clerks Office gets inundated with license requests
during the month of June, a month in which the ClerKs Office also has significant election -
related demands on its are. Second, taxicab drivers who have not previously had licenses might
apply for a license at any time during the year, so they generally end up with their first license
being for a period of time significantly shorter than a year.
The proposed ordinance amendment would solve both problems by allowing applicants for new
licenses to run for a full year from the first elate that they are issued. Second, as new taxicab
licenses are Issued the ClerKs workload will slowly be distributed throughout the year. Current
holders of taxicabs licenses will continue to license their taxicabs in July.
This amendment was unanimously recommended for approval by the Government Operations
Committee on September 27, 2011.

(TITLE.) Ordinance, Amending Chapter 278, Taxicabs, of the Code of the City of Bangor, By
Changing the Period for Which Taxicabs Are Licensed
WHEREAS, City taxicab licenses currently last for one year and all expire on the same day, July 1;
WHEREAS, this creates a significant administrative burden an the Clerk's office;
WHEREAS, this also means that licenses of new taxicab licensees often last for less than a year, as
the license Comes due on July 1 no matter when it was obtained; and
WHEREAS, it would therefore be of benefit both to the City and to taxicab licensees to institute a
rolling system of licensure, in which any taxicab license lasts for a full year after it is granted;
NOW, THEREFORE, BE TT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT,
Chapter 278, Section 278-4 of the Cade of the City of Bangor be amended as follows:
§ 278-4. Taxicab diver's license.
D. Expiration of taxicab driver's license. Unless suspended or revoked under 4 27&9B of this chapter,
