Item/Subject Order, Authorizing Negotations of Development Agreement with Penobscot
Community Health Center for Acquisition of Land—Indiana Avenue

Commentary: Penobscot Community Health Center (PCHC) currently leases land from me City
of Bangor on Indiana Avenue and operates the Hope House a so called "wet" shelter to serve
persons with addictions. PCHC desires to expand it facilities and is applying for a grant for
funding M aid Its expansion plans. The deadline for submission of the application is September
30, 2011. PCHC needs to know whether the City is willing to sell the land that it currently leases
and additional and needed for Its desired expansion in order to include that information in its
grant application.
Before the City finalizes a Development Agreement for the sale of land to PCHC both parties
need further discussions regarding the terms and conditions of the transfer and regulatory
requirements that must be met for the expansion to proceed.
This Order will authorize Me City Manager and/or her designees to negotiate a Development
Agreement with Penobscot Community Health Center for the acqulsitlon of property located on
Indiana Avenue, Bangor, Maine for the purpose of expansion of the Hope House. The
Development will than be subject M review and final approval by the Bangor Cdy Coundl.

(TITLE.) Order, Authorizing Negotiations of Development Agreement with Penobscot
Community Health Center for Acquisition of Land — Indiana Avenue
By the Cry Counal of the City of Bangor.
WHEREAS; Penobscot Community Health fcnrar (PfHC) currently leases land from
the City of Bangor on Indiana Avenue and operates The Hope House a so
called Wet" shelter to serve persons with addictions; and
WHEREAS, PCHC desires to expand it facilities in able to better serve those in need;
and
WHEREAS, PCHC is applying for a grant for funding to aid Its desired expansion; and
WHEREAS, PCHC needs to know whether the City is willing to sell it the land that it
currently leases and additional land needed for its desired expansion in
order to include that information as part of its grant application; and
WHEREAS, the deadline for submission of the application is September 30, 2011; and
WHEREAS, before the City finalizes a Development Agreement forthe sale of land to
PCHC, both parties need further discussions regarding the terms and
conditions of the transfer and regulatory requirements that must be met
for the expansion W proceed.
NOW THEREFORE, BE IT ORDERED, THAT the City Manager and/or her designees is
hereby authorized to negotiate a Development Agreement with Penobscot Community
Health Center for the acquisition of property located on Indiana Avenue, Bangor, Maine
for the purpose of expansion of the Hope House, so-called; and
BE IT FURTHER ORDERED THAT said Development shall be subject to review and final
approval by the Bangor City Council.
