The Cry's sign ordinance allows off -premise signs displaying the name of industrial or
commercial parrs. These signs are owned by the City, but built and maintained by the park
occupants.
The signs allow for a directory of park occupants on panels of equal sire, shape, and color. Only
one directory panel is allowed fpr each lot in the para, which becomes a problem if one of those
lots has muldple occupants and each wants a panel. This an happen when a large tenant
leaves and the lot owner fills the vacant space with multiple smaller tenants.
With this amendment there would still only be one directory panel allowed per lot but a lot
owner would now be able to agree to give up its directory panel to another occupant of the park
Fur instance, a business next to the entrance of the park might consider Its onsite signage
adequate, and be willing to give up its right to a directory panel in favor of a business that
shares a lot with other business.
Any such agreement would be recorded in the Registry of Deeds. This amendment also requires
agreements regarding responsibillbes for maintenance costs of a sign m be recorded.
The Business and Economic Development Committee recommended approval of this amendment
at their September ], 2011 meeting.

Signs for Industrial or Commercial Parks
WHEREAS, the City allows for industrial and commercial parks to erect signs displaying a directory of
the businesses and industries located therein; and
WHEREAS, while the signs are the property of the City, maintenance and similar costs are borne by
the occupants of the industrial or commercial park; and
WHEREAS, in order no maintain a clear understanding of responsibilities for construction,
maintenance, and similar costs of the sign between occupants of the industrial or commercial park,
both for the occupants and for any future occupants, it would be advantageous to record said
understanding in the Penobscot County Registry of Deeds; and
WHEREAS, multiple occupants on a single lot may wish to have panels on the sign, while at the same
time occupants on other lots may not wish to have a panel at all;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR
THAT,
Chapter 260 of the Code of the City of Bangor be amended as follows:
§ 260-11. Industrial or commercial parks.
A. A sign displaying the name of an industrial or commercial park and/or a directory of businesses and
industries within the industrial or commercial park listed herein shall be permitted withln or without
a public right-of-way in any Commercial or industrial district. The industrial or commercial parks are
listed as follows:
B. Each sign authorized under this section shall be subject to the following mhtlitions:
(1) Each sign shall be owned by the City of Bangor, but the costs for construction, installation,
maintenance and removal shall be borne by occupants of the industrial or commercial park.

(2) Signs may be constructed only upon issuance of a permit by the Code Enforcement Officer,
who shall determine the conformance of the sign with existing laws and who shall obtain from
the City Engineer written approval that the design and exact location of a sign to be

constructed within a right-of-way will not constitute a traffic hazard. A sign may be removed
from a right-of-way by the C4 should the City determine a need of the sign location for road
purposes.
(3) In cases of permits issued after the effective data of this section, no more than one sign shall
be located at or near any entrance to any industrial or commercial park.
(4) A sign shall be limited to 300 Wuare Net of sign area per side and shall be limited to a
maximum height of 25 feet The bottom of the sign face must stand at least six Net from the
normal ground elevation where, in the opinion of the City Engineer, the New from a stopped
car a[ the intersection of a driveway or road would be obstructed or would constitute a traffic
hazard. Where the view of a turning vehicle is not obstructed, there shall be no minimum
height requirement. The sign shall carry no flashing illumination or moving parts.

(6) A sign carrying a directory of park oocupants must be designed W provide a name space
