Item/Subject: Order, Authorizing the Airport to Submit a Passenger Facility Charge
Application to the Federal Aviation Administration for up to $3.2 million to provide funding for
Electrical Upgrades and Terminal Building Improvements at Bangor International Airport

Commentary: If approved, this Order will authorize the Airport to submit a Passenger Facility
Charge (PFC) application to the FAA for up to $3.2 million to fund needed electrical upgrades,
terminal building improvements, and a companion project to the TSA in line checked baggage
screening system. Further, the proposed application calls for a continuation the exisbng fee of
$4.50 per passenger which will allow the airport to raise $3.2 million for needed Improvements.
In accordance with FAA regulations, the Airport hashed an informational meeting for Commercial
Airlines and received no written or verbal comments on the proposed projects. Proceeds from
the PFC can only be used to make improvements to facilties that suport commercial airlines.

(TITLE.) ORDER, Authorizing rhe-Urport to submit a Passenger Facility CMrge
Application to the Federal Aviation Adminstratlon for up to $3.2 million to
provide funding for electrical upgrades and terminal building
improvements at Bangor International Airport.
WHEREAS, The City of Bangor owns and operates the Bangor International Airport;
and
WHEREAS, the Airport can submit a Passenger Facility Application to the FAA to fund
eligible infrastructure pmjecte at the Airport; and
WHEREAS, the application will provide a mechanism to fund upgrades of the Airport's
electrical systems and improve passenger traffic flow and energy
efficiency; and
WHEREAS, the tenant airlines had an opportunity to review and comment on the
proposed project and none objected.;
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF
BANGOR, That
The Airport is authorized to submit a Passenger Facitly Charge Application to the
Federal Aviation Adminstradon for up to $3.2 million to provide funding for electrical
upgrades and terminal building improvements at Bangor International Airport.
