Commentary:
In lune, the City Council approved $100,000 in funding for a downtown facade improvement program as
part of the 2011-2012 Community Development Block Grant Funds. The purpose of the program is to
encourage private investment in the downtown, enhance the visual appearance of downtown, and
resters some of the original character of historic buildings.
If approved, the Facade improvement program will provide mathing grants up to $15,000 for owners of
businesses located in the Bangor Center Revitalization Area. Under the program guidelines, the match
requirements are 50% and the types of eligible projects may include the following: painting, window and
door repairs/replacement, awnings, signage, storefront restorations and other facade improvements.
Addbionally, recpients must demonstrate compliance with all provisions of the Downtown Facade
Improvement Grant Program Guidelines. --""
The Business and Economic Development Committee unanimously approved the program guidelines
which comply with local and federal requirements for Community Development Block Grant Funding.
Applications will be reviewed for compliance With guidelines and scored by the application review
committee. Easetl an the recommendation of the applicatan review committee, the City Manager, the
Director of Community and Economic Development and/or Me Finance Director may approve final
funding awards to property owners.

(TITLE.) ORDER, Approving Downtown Facade Improvement Grant Program and
Guidelines for Bangor Center Re ntalizatian Area
WHEREAS, the City Council approved funding a facade improvement grant program as part
of the 2011-2012 Community Development program; and
WHEREAS, the facade improvement grants may be used for a variety of activities including
painting, window or door repairs/replacement, awnings, signage, storefront
restorations and other activities; and
WHEREAS, the facade improvement grant program will provide financial assistance to
Property owners located within the Bangor Center Revitalization Area; and
WHEREAS, the facade improvement grant program will encourage private investment in the
visual improvement of storefronts, signs and awnings, enhance the appearance
of the sheetscape, reduce vacancies in storefronts and upper Floors and
strengthen or restore the original character of historic buildings; and
WHEREAS, the Business and Economic Development Committee has reviewed and
unanimously recommended approval of the Downtown Facade Improvement
Grant Program Guidelines:
BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT
A Facade Improvement Grant Program B hereby established and Downtown Facade
Improvement Grant Program and Guidelines hereby adopted, a copy of which is on file in the
Office Of the City Clerk, W strengthen the cavi saidsmon of the Banger Center Revitalization Area
designated in Chapter 71 of the Code of the City of Bangor, and funded under the Community
Development Block Grant Program.
