Over the last few years the number of boats using these facilities has declined, arta the Harbor Committee recommends that rates be reduced in an effort to encourage more boaters to utilize our docks. Attached is a memorandum from the City Engineer which discusses this issue in father detail. ui N'M• ivimageis Comments: {-Jv, q, Q( - l+. Ring, City Engineer SLIBJECT: Proposed Changes in Waterfront Dock Rates For several years now the rates charged for the use of City Dock No. 4 has not changed. During the same period we have seen the number of boats using the facility decline. This has been primarily due to a soft economy (with less boating activity overall) and other options becoming available to boaters for docking and mooting fcilities. In an effort to improve utilization of the City Docks, attract new boaters to our facilities, and to increase overall activity on the waterfront, the Harbor Committee has been discussing revisions to our Dock 4 fee schedule. Currently we have two rates for long term docking: Prime Sam - includes a dgee month period from Jane 15 dim Sept. 15, curmntly charged at the rate of $33.00 per foot ofboat length. Eyllea -includes the entire period that docks are in service (5'G to 6 months), currently charged at the one of $49.00 per foot of boat length. Historically, we have bad mostly boats in the 25' to 45' range using the docks, with very few boats under 20 feet. There are a great number of smaller boats 20 ft. and under that potentially could be interested in dock space if rates were more amacdve. Accordingly we are proposing the following revised rate schedule: 1. Small boats up to 20 feet long: • $25perweek- .................or e $325 for prime season.... or • $650forfullseason 2. Boats over 20 feet long: Prime season - flat pole of $325 plus $33 for each foot of boat length over 20'. Full season- flat rate of $650 plus $49 for each foot of boat length over 20'. 9]-169 a_nrg COMPARISON Prime Season Full Season Boat Length Current Proposed Current Proposed 20' $ 660 $325 $ 980 $ 650 30' $ 990 $655 $1,470 $1,140 40 $1,320 $985 $1,960 $1,630 As can be sem in the above comparism, the revenue per boat would be lower, however would likely be offset by more boats and activity at the waterfront. We have received favorable feedback from boaters relative to the proposed rate muctme. I will be attending the 3/19/97 meeting of the Community and Economic Ikvelopment Committee to provide more information regarding this issue. EM CC. Harbor Committee
