HomeMy WebLinkAbout1997-03-12 97-151 ORDERCOUNCIL ACTION Date2 3-12-97 Item No. 91-151 Item/Subject: ORDER, Authorising the Execution of a Memorandum of Understanding with Eastern Maine Technical College - Rangeley Hall Phase I Responsible Department: City Manager Commentary: We have recently been approached by Eastern Heine Technical College with a proposal that the City assist them with a parking lot project in return for training of an equal value to the work to be performed. This project involves a small expansion to the parking lot at Rangeley Hall located at the trod of Sylvan Road. Public Works would do the preparation work for paving of this lot. The estimated cost of this work will be $8,050, with met of this representing labor and equipment EMTC would provide an equal amount of training to the City. We believe that this approach can n be of value to both EMTC and the City given our relatively small training budget. f recommend your approval. Hwlcipal Operations has reviewed this proposal and also recommmenda your approval. Bangor, Malne 04401 2071941-06W Febrvary 3, 1997 Fdward Enron, City Manager City of Bangor 73 Harlow Sued Bangor, ME 04401 Memorandum ofUnderstanding: Improvements to the Puking lot at Easrem Maine Technical College -Rangeley Hall Phase I Dear Mr. Barrett: Random Maine Trohnical College and the City of Bangor, Maine have held a series of discussions relative to parking lot improvements that the College seeks to have made at Raweley FlabTo their discussions, the College and the City agreed in concept that if the Public Services Department ofthe City performed the improvements, the College would pay for Nose improvements by Providing training programs for the City. Those traimvg programs could be a combination of courses offered to the general public, and contract training programs designed specifically for the City ofBaugor. The College has received a proposal from Ne Public Services Department to perform the work. A description of the prgect'Thase r' and the proposal are atmchN as Appendices A and B respectively. By signing this memorandum of understanding, Eastern Maine Technical College agrees to have the City of Bangor perform the work described in the Appendices, provided that it can be completed by no later than August 251 1997. Eastern Maine Technical College fiuther agrees to apply credits against balances due from the City of Bangor for instruction delivered on or after January 1, 1997, up to 58,050. Such instruction may be comprised of courses offered to the general public, contract training programs, or a combination thereof. Maine 04401 Re: Improvements to the Parking lot at Routinely Hell Dear Sally: We have reviewed the plan for the improvements to the parking lot at Rangely Hall. An estimate ofthe work required has been prepared and broken down into labor and equipment costs for the City forces and material costs and the cost of outside contractors for specialized work, such as paving. PHASE L EXCAVATION: Approximately 580 square yard of excavation for the expanded parkine lot with this material being used on the slopes ofihe fdl area for parking. Labor equipment and overhead for this portion ofthe Phase I is about S 1500. CONSTRUCTING GRAVEL BASE: The area will need filter cloth ( about 580 square yards) under the gravel to provide a suitable base. Uthis is not dewed the 12 inches of gravel recommended should be increased to 24 inches. At 12 inches we will need about 200 cubic yards ofbank run ravel and about 50 cubic yards of screemd gravel for fine stamina under the pavement. The labor and equipment costs for the gravel installation is about S L500. PAVING: paving will require about 100 toys on Asphalt in a three inch tNck layer. The estimated cost of this using the City contract paving costs would be about $3,000 The striping of the parking spaces for this newly paved section would run about $ 200 in place. 9]-151 Total cost for the project would be about 8 8,050.
