HomeMy WebLinkAbout2014-04-14 City Council Minutes MINUTES OF REGULAR MEETING BANGOR CITY COUNCIL—APRIL 14, 2014 Meeting called to Order at 7:30 PM Chaired by Councilor Sprague Councilors Absent:None Meeting Adjourned at 8:40 PM Recognition: Recognized Hailey Hutchinson For Her Winning Essay Proclamations: Expressed Appreciation for the Summit Project Recognized the Work of Families and Children Together Proclaimed April 28,2014 as Arbor Day in the City of Bangor Introductions: Police Chief Mark Hathaway introduced newly appointed Police Lieutenant, Catherine Rumsey and Police Sergeant, Timothy Cotton PUBLIC COMMENT Mark Greenleaf, owner of Carolina Sports expressed his frustration in regard to doing business with the city,specifically the Code Enforcement Office and also thought there were too many ordinances making it difficult to do business in the City of Bangor. Councilor Baldacci suggested having a committee meeting to discuss Mr. Greenleaf's complaints. Councilor Gallant suggested reaching out to other businesses who have also expressed similar complaints. City Manager Catherine Conlow indicated this could be placed on the next Business and Economic Development Committee Meeting. Andy Slater,legal representative,suggested that Resolve 1252 be reconsidered as he thought the Council acted outside its power by sending the resolve to the legislature before the 10-day period when the resolve became effective. He also expressed concern that Mr. Lebreque was not given a right to speak and also that the Council did not follow Robert's Rules of Order. City Solicitor Norman Heitmann stated that mailing the resolve before it becomes effective does not make it void Since the period to rescind has passed the Council could not rescind the resolve but could bring a new item for consideration. Solicitor Heitmann indicated that the Council meetings are public meetings,not public hearings,and that Mr.Lebreque did not have a right to debate. He indicated that Robert's Rules of Order were followed and the City Council was within its rights to proceed. James Lebreque expressed his concerns regarding his limited time to speak at the last meeting.He also requested that the Council reconsider its resolve from the last meeting regarding solar energy.
