HomeMy WebLinkAbout2017-02-15 17-081 ORDERCOUNCIL ACTION Item No. 17-081 Date: February 13, 2017 Item/Subject: ORDER, Authorizing Execution of Development Agreements -- Maine Department of Health and Human Services Office Building request for Proposals Responsible Department: Legal Commentary: This Order will authorize execution of a non-exclusive Development Agreements with Developers who wish to include City owned parcels as part of a submission in response to the Maine Department of Health and Human Services (DHHS) request proposals to lease approximately 40,000 square feet of office space. The Maine Department of Health and Human Services (DHHS) has requested proposals to lease approximately 40,000 square feet of office space. The City is the owner of several parcels of land intended for development that are large enough to meet the requirements of the DHHS request for proposals if the Developer wishes to construct a building and Developers have expressed an interest in various parcels of City owned land to include in their proposals. The Agreement shall include a purchase price of the value of the property, the requirement that it always remain taxable or that the full taxes be paid as a Payment in Lieu of Taxes (PILOT); and appropriate and usual development conditions. This was reviewed and recommended for approval at the February 7, 2017 Business and Economic Development Committee. ORDER, Authorizing Execution of Development Agreements — Maine Department of Health and Human Services Office Building request for Proposals WHEREAS, the Maine Department of Health and Human Services (DHHS) has requested proposals to lease approximately 40,000 square feet of office space; and WHEREAS, the City is the owner of several parcels of land intended for development that are large enough to meet the requirements of the DHHS request for proposals if the Developer wishes to construct a building; and WHEREAS, Developers have expressed an interest in various parcels of City owned land; and WHEREAS, it is in the best interest of the City to have its land developed. By the City Council of the City of Bangor. ORDERED, THAT Catherine M. Conlow, City Manager, its hereby authorized on behalf of the City of Bangor to execute non-exclusive Development Agreements with Developers who wish to include City owned parcels as part of a submission in response to the Maine Department of Health and Human Services (DHHS) request proposals to lease approximately 40,000 square feet of office space. Said Agreements shall include a purchase price of the value of the property, the requirement that it always remain taxable or that the full taxes be paid as a Payment in lieu of Taxes (PILOT); and appropriate and usual development conditions.
