On May 30, 2012, the City Council passed a stormwater utility ordinance establishing a dedicated funding source for the City's stormwater program. Among other provisions, the ordinance stipulates that the Council will establish a fee schedule which sets forth the fees paid by properties for the management of storm water. Additionally, the fee structure contains a credit schedule by which service charges may be reduced in return for stormwater mitigation efforts. This item was discussed at the Infrastructure Committee Meeting on October 10, 2012 and recommended for approval. ORDER, Setting the Stormwater Service Fee Schedule and Credit Schedule for the Bangor Stormwater utility WHEREAS, on May 30, 2012, the Bangor City Council passed a stormwater ordinance to establish a structure for a dedicated fee or service charge to support the City of Bangor stormwater program; WHEREAS, the basic principle behind the stormwater fee is that properties are charged for their Impact on the City's stormwater system, including its streams, drainage pipes, and treatment systems; WHEREAS, the stormwater service fee provides a stable, equitable source of revenue for the stormwater program based on the cost of stormwater management practices to be paid for by the City that allocates the costs of these stormwater services across property owners in the City of Bangor; WHEREAS, the impact of a property on the stormwater system, and therefore the fee, is based on the amount of impervious surface area on the property; and WHEREAS, the stormwater ordinance provides for adjustments to the stormwater service fee for properties that reduce demand on the stormwater system by using appropriate stormwater management practices; By the City Couiwl of the City of Bangor. ORDERED, THAT the stormwater service fee provided for in Chapter 268, Section 18 of the Code of the City of Bangor is hereby established as follows: Basic rate structure. The fee for the first 3000 square feet of impervious cover on a parcel of land is a flat fee of $22 per year. Each additional 1000 square feet of impervious cover adds $11 per year to the basic fee. Calculating square footage. Aerial photography and precise photogrammetric mapping were used to measure the amount of impervious surface on each property. For billing purposes, the measured amount of impervious cover on a parcel is rounded to the nearest 1000 square feet. For example, a parcel with 3499 feet of impervious cover is rounded to 3000 square feet, and so pays $22 per year. BE IT FURTHER ORDERED 12-342 OCTOBER 22, 2012 THAT the fee credit system provided for in Chapter 268, Section 19 of the Code of the City of Bangor is hereby established as follows: Standards. The credit for a property shall be determined in accordance with Appendix A attached to this Order. Maximum Credit. The maximum credit that can be received for treatment of 100% of a property is 80%. Each drainage area may receive credit for only the most effective BMP serving that area. All systems must be designed to treat a minimum of 1" of rainfall to receive full credit. To receive credit, traps must be installed in all catch basins. A property treating offsite runoff may receive a credit of up to 100%. Stormwater treatment methods are evolving. Other methods will also be considered by the Engineering Dept. Any exceptions to these rules must be approved by the City Engineering Department.
