Item/Subject: ORDER, Authorizing the City Manager to Enter into a Memorandum of
Understanding with the Maine Center for Disease Control and Prevention

Commentary:
This memorandum of understanding between the City of Bangor and State of Maine Public
Health Nursing (PHN) seeks to streamline the local maternal and child health referral process by
sharing the existing statewide 1-800 referral line, making this number the entry point for all
incoming referrals.
The current process requires medical providers to determine their patient's location before
sending a referral. This MOU will establish a protocol for accepting and sending referrals to the
appropriate resource. No monies will be exchanged and all HIPPA privacy protocols will be
employed.
Bangor will be the pilot location for this effort and will evaluate the effectiveness of this change
in structure; Portland, Lewiston and Down East will follow. The agreement can be revoked or
amended at any time at the request of either party.

ORDERED,
THAT the City Manager is hereby authorized to enter into a Memorandum of Understanding
with the Department of Health and Human Services, Maine Center for Disease Control and
Prevention to provide maternal and child health central referral services for both parties in a
form approved by the City Solicitor or Assistant City Solicitor.
