Commentary:
On May 4, 2012, members of the Bangor Police Department's Special Response Team (SET)
participated in a joint investigation with the Maine Drug Enforcement Agency (MDEA) regarding the
illegal sales of drugs by Roger Campbell -Black of Center Street in Bangor. As part of this investigation,
Campbell -Black was subsequently charged with felony trafficking in crack cocaine and Oxycodone. In
addition to a sizeable amount of drugs, officers also seized $1223.00 in US currency and the above
mentioned Chevrolet pick-up. Both the cash and the vehicle are subject to forfeiture under State of
Maine law. We have been notified by the Maine Office of the Attorney General that, because of our
participation in the investigation, we are entitled to a portion of the proceeds and the vehicle if they are
ultimately forfeited.

By the City Council of the City of Bangor.
ORDERED, THAT the City Manager is authorized to accept $12223.00 in U.S. currency, or a
portion thereof, and one Chevrolet 1500 pick-up truck, as a result of a State criminal forfeiture
and deposit it in the State Forfeiture Account (60020309050).
ORDERED, THAT the City Clerk is authorized to execute the attached Approval of Transfer.

NOW COMES the city of Bangor, Maine, by and through its municipal officers, and does
hereby grant approval pursuant to 15 M.R.S.A. § 5824(3) & §5826(6) to the transfer of the above
.captioned motor vehicle Defendant in Rem, namely One (1) 2003 Chevrolet 1500 Pick-up Truck;
VIN: 2GCEK19T931346821, or any portion thereof, on the grounds that the Bangor Police
Department did make a substantial contribution to the investigation of this or a related criminal
case.
WHEREFORE, the city of Bangor, Maine does hereby approve of the transfer of the
Defendant in Rem, or any portion thereof, pursuant to 15 M.R.S.A. § 5824(3) & §5826(6) by
vote of the Bangor municipal legislative body on or about
