Commentary:
On June 17, 2010, officers from the Bangor Police Department stopped a car containing Franz T.
Morris on Hammond Street in Bangor. A subsequent investigation resulted in Franz being charged with
a felony count of Unlawful Trafficking in Cocaine. In addition to the drugs, $2,953.00 in currency was
also seized as it was determined to be illegal drug proceeds.
We have been notified by the Maine Office of the Attorney General that, because of our
participation in the investigation, we are entitled to all or a portion of the proceeds.

ORDERED, THAT the City Manager is authorized to accept $2,953.00 in U.S, currency, or a
portion thereof, as a result of a State criminal forfeiture and deposit it in the State Forfeiture
Account (60020309050).
ORDERED, THAT the City Clerk is authorized to execute the attached Approval of Transfer.

NOW COMES the city of Bangor, Maine, by and through its municipal officers, and does
hereby grant approval pursuant to 15 M.R.S.A. § 5824(3) & §5826(6) to the transfer of the above
captioned Defendant in Rem, namely Two Thousand, Nine Hundred Fifty -Three Dollars
($2,953.00), or any portion thereof, on the grounds that the Bangor Police Department did make
a substantial contribution to the investigation of this or a related criminal case.
WHEREFORE, the city of Bangor, Maine does hereby approve of the transfer of the
Defendant in Rem, or any portion thereof, pursuant to 15 M.R.S.A. § 5824(3) & §5826(6) by
vote of the Bangor municipal legislative body on or about
