The bid prices ranged from $869,420 to $1,266,742 (see attached bid tabulation). As part of the FY 2013 budget process, the Council appropriated $680,000 in Downtown TIF funds for this project. Because the bids received were in excess of available funding City staff worked with Gardner Construction, the low bidder, to revise the scope of work and bring the project in-line with the available funding. The revised scope of work, in essence removes the paved surfaces and the associated drainage from the catering and office spaces located in the "back stage" area; and removes some fencing and conduit that can be installed at a later date. Both the contractor and the concert promoters are in agreement with this revised scope of work. On September 17, 2012, the Finance Committee approved staff recommendation to award the contract to Gardner Construction in the amount of $648,015, in a 4- 1 vote with Councilor Gratwick doubting the motion. The contract award recommendation must be reviewed approved by the City Council as it is over $100,000.
