HomeMy WebLinkAbout2012-09-24 12-316 ORDINANCECOUNCIL ACTION Item No..� 12 _ 316 Date: September 24, 2012 Item/Subject: ORDINANCE, Amending Chapter 28, City Departments, of the Code of the City of Bangor, By Including Opioid Treatment as a Topic for the Public Health Advisory Board Responsible Department: Legal Commentary: For many years, the Community Advisory Group has served as a forum where those interested in Bangor's methadone clinics could come together, air grievances, gain knowledge, and otherwise discuss an issue of importance to Bangor and its residents. The group has met with varying frequency, sometimes meeting several times throughout the year, sometimes going over a year without a meeting. As the years have passed, the CAG has tended to meet less often. At its most recent meeting, the CAG recommended that its function be taken over by the Public Health Advisory Board (PHAB). The PHAB will provide a more consistent meeting schedule, and will bring discussion of methadone and clinics into a group with a broader perspective. This Council Ordinance adds methadone -related issues to the PHAB's areas of responsibility. Both the CAG and the PHAB recommend this change. The Government Operations Committee also recommended this change at their September 17, 2012 meeting by a vote of 3-1. Ordinance, Amending Chapter 28, City Departments, of the Code of the City of Bangor, By Including Opioid Treatment as a Topic for the Public Health Advisory Board WHEREAS, the City Council created an advisory group to assist the Council in matters related to methadone clinics and methadone maintenance therapy more than a decade ago; WHEREAS, in the intervening years, the group has met with varying frequency, and as little as once a year or less in recent years; WHEREAS, methadone maintenance therapy, methadone clinics, and other aspects of opioid treatment remain an important public issue for the City; and WHEREAS, the Public Health Advisory Board provides a dedicated forum for public health issues with regular meetings and a membership of individuals with expertise throughout the pubic health sector; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, Chapter 28 of the Code of the City of Bangor be amended as follows: § 28-58. Bangor Region Public Health and Wellness Division; Health Officer; Children's Dental Clinic Trust; Public Health Advisory Board. D. Public Health Advisory Board established. There is hereby established a Public Health Advisory Board to be composed of no fewer than 15 and no more than 24 representatives of communities that comprise the Bangor -Area Comprehensive Community Health Coalition to include individuals with expertise in such areas as health care, behavioral health, business, government, education, social service, youth, elders, and other special populations. (1) The duties and responsibilities of the Board shall include: (a) Developing, recommending, and updating a coordinated, collaborative plan for addressing public health assessment and implementation and promotion of efforts related to public health in the Bangor region. (b) Advising and assisting in pooling resources and collaborations on public -health-related matters of interest in the Greater Bangor area, including advising on policies, strategies, and resource allocation decisions. 12-316 SEPTEMBER 24, 2012 (c) Assisting in the development of plans to respond to public health emergencies. (d) Reviewing assessment data and prioritizing programming, including regional programs funded by the State of Maine. (e) Advising and assisting in matters related to methadone maintenance therapy, buprenorphine, and chemical dependencytreatment reatment facilities. M(e)Providing such other advice and guidance to public and private health and public policymakers as the Board sees fit in the furtherance of efforts to improve regional health status and service delivery. (2) Appointment; term in office. (a) Members shall be appointed by the Director of Health and Community Services after seeking advice from the City Council, the Comprehensive Community Health Coalition Board, and, once established, the Public Health Advisory Board. (b) Appointments shall be for three-year terms, with approximately one-third of the members' terms expiring each year. (c) The Chair of the City Council shall annually designate one member of the Council to serve as a full member of the Board. (d) The Director of Health and Community Services shall serve as an ex officio member of the Board and is authorized to provide such staff support as is necessary for its efficient operation.
