Item/Subject: ORDER, Authorizing Execution of a Contract in the Amount of
$168,000 to Nortrax for the Purchase of a Loader

Commentary:
On July 16, 2012, the Finance Committee reviewed a recommendation from staff to purchase a
loader from Nortrax in the amount of $168,000. This recommendation was based upon the City's
ability to "piggyback" on a recent State of Maine competitive bid. The ability to acquire this
equipment under the State of Maine bid expires at the end of July. The pricing obtained by the
State of Maine includes a 29% discount, which exceeds the normal municipal discount of 19.50/0.
The contract will result in the execution of a lease/buy back contract where the guaranteed buy
back price at the end of a five year term is $90,000.
The contract award recommendation must be reviewed approved by the City Council as it is over
$100,000.
