Commentary:
Parking is currently prohibited on Saturdays for the portion of York Street between Essex Street and Adams
Street. In practice, this area is often used for parking on Saturdays by those attending the two synagogues
on that street. Police has not been enforcing these Saturday parking bans.
This ordinance amendment would amend the City's parking regulations to remove the Saturday parking
prohibitions. In addition, at the request of Congregation Beth Israel, a handicapped parking space would be
added in front of their building.

SUBJECT: Amending Chapter 291, Article III of the Code of the City of Bangor-Parking
Prohibited and for Persons with Disabilities-York Street

Recently the Director of Public Services was contacted by Congregation Beth Israel requesting a
handicapped parking space in front of their synagogue. In order to assist with this request a
change to the Parking Ordinance will be needed first.
The current Ordinance prohibits parking on York Street on Saturdays, between Essex Street and
Adams Street. Members attending the two synagogues on York Street often park vehicles on
that street on Saturdays. Authorities have not enforced the ban.
Amendment of the Ordinance would remove the Saturday parking ban and allow for one
handicapped parking space in front of Congregation Beth Israel.
The amendment of Chapter 291, Schedule I would remove the following:
"commencing at the easterly curbline of Essex Street extending to the westerly curbline
of Adams Street on the northerly side of said street on Saturday only as defined by
signs."
Under Chapter 291, Schedule VI allowance would be made for the limited parking of a
handicapped space:
"Commencing 109 feet west of the northwest corner of York Street and Adams Street,
extending 22 feet westerly along the north side of York Street, one space as defined by
sign."
Staff recommends the amendment of the York Street parking ban on Saturdays and to allow
one handicapped space in front of the synagogue.
