HomeMy WebLinkAbout2012-05-30 12-178 ORDERCOUNCIL ACTION Item No. 12-178 Date: May 30, 2012 Item/Subject: Order, Authorizing the City Manager to Apply for Through the 319 Nonpoint Source Pollution Control Funding from Maine Department of Environmental Protection Responsible Department: Finance Commentary: Each year the Maine Department of Environmental Protection (MEDEP) solicits proposals for implementation of nonpoint source pollution control projects. Under this funding proposal the city will seek funding for the following two projects: $50,000 to assess and implement stabilization of the stream bank along Birch Stream; and $40,000, in cooperation with the Town of Hampden, to survey Sucker Brook to identify sources of pollution. Both projects being proposed will lead to improved water quality in these impaired streams. The Birch Stream proposal would fund a critically needed assessment of the stream channel, stream banks, flow and erosion patterns, and other physical characteristics of the stream; and implement a highly recommended project to stabilize and/or reverse the damage caused by stream bank erosion caused by peak stormwater flow. The grant would also include funds to implement one or two other recommendations from the report. The total project cost is $83,500. The City is requesting $50,000 through this program with the remaining $33,350 match to be met through staff time and stakeholder involvement. The Sucker Brook project is proposed as a cooperative partnership between the City of Bangor and the Town of Hampden. The total project cost is $67,000 with the funding request of $40,000 and the remaining $27,000 match to be met through in-kind staff time and stakeholder participation. Order, Authorizing the City Manager To Apply for 319 Nonpoint Source Pollution Control Funding from Maine Department of Environmental Protection By the City Council of the City of Bangor: ORDERED, THAT the City Manager is hereby authorized to apply for 319 Nonpoint Source Pollution Control Fund from Maine DEP to assist in the implementation of approved watershed management plans to improve water quality. The projects being proposed will lead to improved water quality in Birch Stream and the Sucker Brook which are the two impaired streams within the City boundaries that require action at this time.
