At that time, the recommendation was to maintain the same rate structure that was in place for the 2011 season. More recently, management and oversight of the Harbor has been transferred to Parks and Recreation. After further review, Department staff have made modifications to the dock fee schedule that are intended to increase usage, make the reservation process easier to understand and potentially increase revenue. These proposed changes were reviewed and unanimously recommended for approval by both the Parks and Recreation Harbor Committee and the Government Operations Committee. IN CITY COUNCIL April 23, 2012 Motion Made and Seconded for Passage Passed 'CITY CARR --- - (TITLE►) Assigned to Councilor 12 148 MEMORANDUM TO: Government Operations Committee FROM: Tracy Willette, Director Parks and Recreation SUBJ: Harbor Update and Proposed Dock Rates DATE: April 5, 2012 Since the transition of the management of the Harbor to the Parks and Recreation Department, staff has been reviewing the harbor operation to determine if any updates were needed in anticipationi;of the upcoming boating season. We reviewed both the rate structure as well as the current rules and guidelines. After that review, we determined there might be an opportunity to change the format and structure of the rates with the goal of making use of the docks easier for boaters. After reviewing previous year's rental records and considering usage goals for the docks for the coming season, we developed a rate schedule that had a more consistent rate schedule versus a rate schedule based on a per boat rental. We created length ranges and assigned a set fee for that range. Again, in reviewing what previous rental practice has been, we are hoping that this will increase usage, especially for transient boaters, thus potentially increasing revenue for the harbor. We have also created an online reservation request form on the City's website, which is already getting some use. We are hoping this will create an improved line of communication between boaters and City staff, thus improving our customer service with the boating public. In addition, it should also make it easier for the transient boater to determine if indeed space Is available and complete the rental process if dock space is available. Staff also reviewed the rules and guidelines and made minor format changes. The current rules and regulations should apply for the coming season. It is also the goal of staff to have the docks in the water by May 1t for this season. In the future, the goal will be to have them by the first week of May and leave them in the water until the end of October. Our intent this season will be to put all of the floats in the water. I have attached to this memo the proposed new short term and long term registration form we would recommend fusing for the 2012 season. These two forms include the revised rate structure that is being proposed. For comparison purposes, the current form and the rates / rate structure which we are proposing to eliminate is attached as well. I have also included our updated rules and regulations and we will demonstrate the online reservation request procedure at the meeting. 12 148 The 2012 rates were previously approved as part of a Council Order last fall. Upon further review, staff is now recommending that the Committee / Council adopt the revised rates / rate structure that are being proposed for the 2012 boating season. The new rates and proposed structure were recently reviewed, accepted, and recommended for approval by the Parks, Recreation, and Harbor Committee.
