The City received proposals from the following three operators; Hero's Sports Grill, Smith -Towle and Fairway's Grille, the current operator. Each proposer met the minimum qualifications outlined in the request for proposals and was determined to be capable of operating the restaurant. The total fees payable to the City for the initial three year term were: Fairway's Grille $10,000; Hero's Sports Grill $15,750 and Smith -Towle, Inc $16,500. After careful review, staff recommends that Smith -Towle, Inc. be awarded a 3 year contract based on their overall positive response to the RFP and the amount of their fee to the City. At the April 10, 2012 Government Operations Committee meeting, the Committee reviewed and unanimously approved the recommendation to award the restaurant lease to Smith -Towle, Inc. Cyr, Finance Director, is hereby authorized to execute a contract for the lease of the Municipal Golf Course Restaurant (Food and Beverage Concession) with Smith -Towle, Inc., in accordance with their proposal to the city of Bangor dated March 20, 2012. IN CITY COUNCIL April 23, 2012 Motion Made and Seconded for Passage Passed ,e &-2 CITY GURK (TITLE,) Assigned to Councilor 12 147 TO: Government Operations Committee FROM: Tracy Willette, Director Parks and Recreation SUBJ: Goff Course Restaurant RFP DATE: April 4, 2012 Recently staff solicited requests for proposals for the restaurant operation at the municipal golf course. The contract with the current vendor has expired and this is a typical Process we would follow. We received three proposals from what staff considers very qualified vendors; Fairways Grille who has been our recent vendor, Hero's Sports Grill, and Smith -Towle Incorporated, Each proposal offered a varied menu, met the minimum requirements of the RFP, and detailed a desire to be a part of the golf course operation. The one criteria that differed in the proposals was what each vendor proposed as their fee to the City over the term of what would be a three year contract. Fairways Grill offered a total Of $10,000.00, Hero's offered $15,750.00 and Smith -Towle offered $16,500.00. After careful consideration, staff is recommending accepting Smith -Towle, Inc. as the next restaurant concessionaire at Bangor Municipal Goff Course. Again, we were very fortunate to have three very qualified operations bid on the opportunity to lease our restaurant operation, The Smith -Towle Inc proposal describes a genuine interest not only in their proposed food and beverage operation, but the golf course and community as a whole. In addition, they have described a desire to create other opportunities such as creating play and dine packages, special member functions, Sunday Brunches, and Ladies nights. These would all be new events for the facility and would potentially increase business for the golf course as well. I will be available at your meeting for further discussion and I will also be joined by the Golf Course staff.
