Item/Subject: Order, Authorizing Relocation of the Proposed Dog Park from the City
Owned Parcel Referred to as the Roundhouse Lot off Dutton Street to Essex Woods off
Watchmaker Street

Commentary: In 2010, the City Council authorized the Parks and Recreation Department to
work with a group of citizens having the goal of establishing a dog park in Bangor. Initially, the
group recommended that the Roundhouse site be the proposed dog park location. However,
after much consideration of the Roundhouse site and several other sites, the Bangor Dog Park
Committee has determined that the best location for a dog park is at Essex Woods, an existing
city park located off of Watchmaker Street. The reason for this change in location is that is
already a park and the threat of development is non-existent and because Essex Woods is
already a favorite location for folks with dogs. The proposed dog park will include a small dog
yard and a larger open dog park area. Additionally the dog park committee offered three
different options for locating a third specific fenced dog training yard. The Dog Park
Committee's recommendation and preference is that dog training yard Option A be endorsed by
the Council.
The Government Operations Committee voted unanimously to recommend approval of Essex
Woods for a dog park, but did not make a recommendation on which of the three training
yards, A, B or C to endorse, preferring to have the full Council consider the three options. Since
the original Council Order indicated the Roundhouse property as the dog park location, it
requires council action to change that location. Should the Council agree to change it to Essex
Woods, there will be a need for the Council to make a final decision on the training yard location
(Option A, B, or C) within the relocated dog park.

(TITLE.) Order, Authorizing the Relocation of the Proposed Dog Park from the City Owned
Parcel Referred to as the Roundhouse Lot off Dutton Street to Essex Woods off Watchmaker
Street
WHEREAS, the Bangor City Council previously authorized the Parks and Recreation
Department to partner with the Bangor Area K —9's (now known as the Bangor
Dog Park Committee) to establish a dog park in Bangor in accordance with
Council Order 10-089, and
WHEREAS, the initial site indentified and selected was the so-called Roundhouse site off
Dutton Street; and
WHEREAS, the Bangor Dog Park Committee decided to re-evaluate possible sites for the
best location of a dog park; and
WHEREAS, it was determined through his further review process that Essex Woods off
Watchmaker Street would be a preferred location for the proposed dog park;
and
WHEARAS, Bangor Dog Park Committee is continuing to solicit support from the community
for this project, including fundraising.
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR
THAT the Parks and Recreation Department and Bangor Dog Park Committee may access and
use of the parcel of City owned property known as Essex Woods off Watchmaker Street for the
purposes of creating a dog park in Bangor.
